MINUTES OF THE MEETING OF THE COMMON COUNCIL
OF THE CITY OF RICHMOND, INDIANA, SERVING AS
A COMMITTEE IN CHARGE OF THE OPERATION OF THE
MUNICIPAL ELECTRIC LIGHTING AND POWER PLANT.
TUESDAY, JULY 6, 1954.
The Common Council of the City of Richmond, Indiana, serving as a
committee in charge of the operation of the Municipal Electric Light-
ing and Power Plant, met in regular session in the Council Chambers
in the City Hall in said City, Tuesday, July 6, 1954, at the hour of
6:00 o' clock P.M. (CST) . Councilman Tracy presiding with the follow-
ing members being present: Messrs. Alkire, Eastman, Kettelforder, Law,
Marino, _ Riggleman, Salzarulo. Councilman Youngflesh being absent.
The following business was had, to-wit:
The minutes of the previous meeting were dispensed with on motion
duly made, seconded and carried.
Mr. Beck presented the analysis of the bids received for the 25,000
KVA Substation to be located near the Williamsburg Pike. The bid of
the Muncie Construction Company was law, but the State Board of Accounts
^".1 ruled that in so much as this Company is being retained as the Con-
sulting Engineers, it was deemed unadvisable to award the contract
ftft to them. Mr. Beck recommended that the next lowest bidder, The
Watson Flagg Engineering Company be awarded the bid in the sum of
?48,974.00. On motion made by Councilman Eastman and seconded by
Councilman Law and carried, the bid of the Watson-Flagg was accepted.
Mr. Beck presented the analysis of the bids received covering the
Power Cable and Control Cable that was received June 21, 1954. The
lowest bid for Section I was that of the General Cable Corporation,
but they did not fill out the Financial Statement, and did not notarize
the Non collusion Affidavit, and did not include all Federal, State
and Local Taxes in their bid. The next lowest bid on Section I was
that of the Okonite Company, but they did not conform with the con-
tract documents in that they did not include Supervisory Service in
the bid price as prescribed. The lowest bid for both Section I and
Section II was that of the Richmond Electric in the total sum of
$26,2.8. 00. The Engineers recommended the bid of the Richmond Electric
and Mr. Beck concurred with the recommendation. On motion made by
Councilman Eastman and seconded by Councilman .Kettelforder and carried,
the bid was awarded to the Richmond Electric Company.
The Presiding Officer named Councilman Eastman, Alkire and Law as a
committee to investigate the request for a Street Light on Starr Street,
between North "A" and "B" Streets.
The claims in the amount of $419, 992.09 were allowed. The following
transfers were in this amount: The sum of $4, 662. 34 was transferred
from Consumers Deposit Fund Interest Cash to Cash Operating Fund: The
sum of $173, 625.00 from Utility Bond Fund to Cash Operating Fund: The
sum of $20, 782.46 from Cash Operating Fund to Depreciation Reserve
Fund Cash: The sum of $,25, 000. 00 from Cash Operating Fund to Cash
Reserve Fund for Civil City: The sum of 417,049. 79 from Construction
Fund Cash Account to Cash Operating Fund: The sum of S'32,562.50 from
Cash Operating Fund to Utility Bond Fund Cash.
There being no further business presented, on motion duly made, se-
conded and carried, the meeting adjourned.
