HomeMy Public PortalAbout06-07-1954 139 MINUTES OF THE MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A COMMITTEE IN CHARGE OF THE OPERATION OF THE MUNICIPAL ELECTRIC LIGHTING AND POWER PLANT. MONDAY, JUNE 7, 1954. . The Common Council of the City of Richmond, Indiana, serving as a committee in charge of the operation of the Municipal Electric Lighting and Power Plant, met in regular session in the Council Chambers in the IICity Hall in said City, Monday, June 7, 1954, at the hour of 6:00 o' clock P.M. (CST) . Councilman Tracy presiding with the following members being Present: Messrs. Alkire, Eastman, Kettelforder, Law, Marino, Riggleman, Salzarulo and Youngflesh. The following business was had, to-wit: The minutes of the previous meeting were dispensed with on motion duly made, seconded and carried. The Clerk presented proofs of publication pr•i'rr_ted in the Richmoi-id C Palladium-Item, a local newspaper, on the dates of May 26 and June 2, 1954, that sealed bids would be received and opened for the construct- Pe2 ion of 69/13. 8 KV Williamsburg Substation. On motion duly made, se- < conded and carried, the proofs were ordered filed. . t The following bids were received, opened and read aloud for the material and construction of the Williamsburg 25,000 KVA Substation: Watson-Flagg Eng. Co. , Indianapolis, Indiana 848, 974.00 Moorehead Electric Co. , Inc. , Marion, Indiana 51, 662, 00 Gustav-Hirsch, Inc. , Columbus, Ohio 851, 740.00 Muncie Construction Corp. , Muncie, Indiana $47, 350.00 I _ The above bids were referred to Mr. Beck for his tabulationa and re- commendations to this Body. Mr. Beck read the tabulation of bids for the construction of the 69 KV Transmission Lines that were opened May 17, 1954, Mr. Beck recommended the bid be awarded to the Marson Construction Company, Cambridge City, Indiana, in the" total amount of fi44, 531.21. On motion duly made, se- conded and carried, the Marson Construction Company was awarded the contract. Mr. Beck presented the tabulation of bids for the Intercommunication System for the Whitewater Valley Station as opened May 17, 1954. The Engineers recommended that the Seward B. Price Company, Muncie, Indiana, be awarded the contract i.n the sum of $8, 900. 00. Mr. Beck concurred with the recommendation and on motion duly made, seconded and carried, the contract was awarded to the Seward B. Price Company. Mr. Beck presented three proposals submitted for the additional panels for a new switchboard for the Johnson Street Station. The bids were as follows: - Westinghouse $41, 860. Oo - General Electric 37, 270. 00 II Allis-Chalmers 36, 963.00 Mr. Beck pointed out that there had been previously purchased two panels and a corner section from General Electric in April, 1951. The floor sills for the remaining board has been installed to their specifications, and, by purchasing the remaining panels from General Electric, an exact match and alignment to the existing panels would be assured. The General Electric Company can also refer to their old drawings to in- stall interconnecting wiring that must be carried out. The tabulation showed that The Allis-Chalmers Company is $307.00 lower than General Electric but new drawings of existing Panels and floor layout would have to be furnished the Allis-Chalmers Company and this would necessitate 140 the spending of approximately 4307.00 or more to make these draw- ings; therefore, it is recommended that the order be placed with General Electric Company. . On motion duly made, seconded and carried, the order was awarded to the General Electric Company for 437, 270. 00. Mr. Beck reported that a meeting was held with the Light Plant Pension Committee and the following amendment had been presented and approved by said. committee. AMENDMENT TO THE ANNUITY SUPPLEMENT TO BE ATTACHED TO AND FROM A PART OF GROUP POLICY NO. GP-222 ISSUED BY THE CONTINENTAL ASSURANCE COMPANY TO THE CITY OF RICHMOND, INDIANA, MUNICIPAL ELECTRIC LIGHTING AND P0WER PLANT. SECTION (1) OF THE ANNUITY SUPPLEMENT IS HEREBY AMENDED TO PROVIDE THAT IN EVENT AN EMPLOYEE COVERED UNDER THE PAST SERVICE ANNUITY PLAN DIES PRIOR TO HIS NORMAL OR EARLY RETIREMENT DATE, THEN THE DEATH BENEFIT OF SUCH PAST SERVICE ANNUITY SHALL BE PAID TO SUCH EMPLOYEE' S BENEFICIARY EITHER IN FULL OR IN PART, ACCORDING TO THE VESTED PORTION INDICATED IN THE FOLLOWING SCHEDULE: YEARS OF SERVICE VESTED PORTION 25 OR MORE 100% 20 TO 25 75% 15 TO 20 50% 10 TO 15 25% LESS THAN 10 - 0 - THIS AMENDMENT SHALL TAKE EFFECT AS OF JUNE .1, 1954. Councilman Law moved that Council concur with this amendment and that it be made a record of this meeting. Councilman Marino se- conded this motion and on voice vote was unanimously carried. Mr. Beck presented a petition from the Townsend Community Center requesting a street light be installed at the intersection of North 12th and "H" Streets. Mr. Beck stated that upon investigating this request he found that street lights were also needed at the inter- section of North 12th and "I" and North 12th and "J" Streets and recommended their installation. Councilman Marino moved that Council concur with this recommendation of Mr. Beck' s, seconded by Council- man Salzarulo and on voice vote was unanimously carried. A petition for street lights in the Second Addition of Ravinia Park was received and referred to Mr. Beck to prepare plans and specifi- cations for the consideration of this Body. Claims in the amount of 4904, 877.68 were allowed. Of this amount the following transfers were made: The sum of 6331, 821.59 from Construction Account Fund Cash to Cash Operating Fund 20,821. 59 from Cash Operating Fund to Depreciation Re- serve Fund Cash 25, 000. 00 from Cash Operating Fund to Cash Reserve Fund 31, 395.84 from Cash Operating Fund to Utility Bond Fund There being no further business presented on motion duly made, se- conded and carried, the meeting adjourned.
