A COMMITTEE IN CHARGE OF THE OPERATION OF THE MUNICIPAL ELECTRIC LIGHTING AND POWER PLANT. MONDAY, FEBRUARY 1, 1954. The Common Council of the City of Richmond, Indiana, serving as a committee in charge of the operation of the Municipal Electric Light- ing and Power Plant, met _in regular session in the Council Chambers in the City Hall in said City, Monday, February 1, 1954, at the hour of 7: 00 o' clock P.M. ( CST) . Councilman Tracy presiding with the following members being Present: Messrs. Alkire,Eastman, Kettelforder, Law, Marino, Salzarulo and Youngflesh. Councilman Baldwin being absent. The following business was had, to-wit: On motion duly made, seconded and unanimously carried, the minutes of the previous meeting were dispensed with. Mr. Beck reported that he had been approached by Mr. William Manley .--� who discussed making a motion picture of the Light Plant at a. cost C of approximately $5, 000.00. This was taken under advisement. The City Light Plant Employee' s Committee submitted to the management the following proposal for consideration and approval: On behalf of all employees the committee proposes the company payroll be increased to allow for a fourteen cents ( 1L1 ) per hour increase on top rate of pay scaled down to a ten cents ( l0d) per hour increase on the low rate of pay, to conform with payroll increases of surround- ing and adjoining utilities. The increase to be effective January 1, 1954. Mr. Beck set out in his recommendation that after a thorough investi- gation of the wage structure of surrounding utilities was made and compiled, the following increases were found to be in line with the rate schedules now being paid by the utilities in the surrounding area., Present Hourly Rate Increase ',71. l0 to $1. This motion was seconded by Councilman Alkire and on voice vote the motion was unanimously carried. Councilman Law requested that Mr. Beck submit a complete break down of the operating expenses of the Light Plant so a study can be made to determine the dividend to the Civil City of Richmond for next year. Councilman Law moved that Permission be granted to the local Red Cross to place steel flag holders on the light poles in the business area. This motion also provided that the collars be removed after each campaign. Councilman Salzarulo seconded this motion and on voice vote was unanimously carried. Claims in -the amount of $599, 195. 80 were made. Of this amount the following transfers were made: The sum of 126 25, 000. 00 from Cash Operating Fund to Cash Reserve Fund 20, 579. 20 from Cash Operating Fund to Depreciation Reserve Fund- Cash 25, 604. 17 from Cash Operating Fund to Utility Bond Fund Cash 205, 753. 23 from Construction Account Fund to Cash Operating Fund.
