June 12, 1979
• Call to order
Meeting was called to order by Mayor Ragan at 8:00 P.M.,
present were Councilman Rodgers, Dove Councilwoman Tucker and Hollis
and City Atty stavron. Larry Mullins of Folsum Investments, (R.S.F.
development Co.) and representatives from Allison Bros.,Inc.(General
Contractor~l, and Marvin Churchwell from Freese & Nichols.
Mayor Ragan said purpose of meeting was to discuss changes of
cost for drainage at the Raintree Apts. on Booth-Calloway and
arriving at cost distribution between R.S. F. Dev. Co. and Richland
Hills.
It was pointed out that for a 5 year storm the 30" and 36" pipe
would not be adequate but the 42" pipe installed at the eastern most
part of the property had sufficient fall to carry the 200 C.F.S.
that would flow through a 48" pipe. The City wants to scrub the
30" and 36" pipe and have it replaced by 48" pipe, also at the
intersection to Booth-Calloway for this area needs to be widened ~z2'
so there would be an entrance diveded by an island in the center.:
On the north and south side the 20 ft. inlets the is and located 'n ~~~L
the center would have a 30 ft. inlet on either side with a manhole
installed for cleaning out pipe. With this arrangement this would 3c>'
carry 120 CFS of water, but would still send 82 CFS down the street-vy~~
which would only run curb deep, not overflowing as it would have
done otherwise.
Rodgers also said we have as 16" water line belongi+~g to North
• Richland Hills that runs along the east side of Booth-Calloway, along
with 2 6" water lines of the City. In running the 48" pipe the City
needs to arrive at some solution to be able to pass under the 16"
water whenever they wish .to extend the drainage on Booth-Calloway and
up Evergreen.
Churchwell said the new 48" line needed to be laid to pass under
the 16" line and that this could be accomplished by changing the
grade. There would not be the same fall but the water would flow by
pressure. Churchwell was asked if there would be any possibility
of stagnant water. He assured Council there would not, that the flow
would be adequate to move.the water out. Representative from
Allisons said changing the elevation would mean the use of 1 piece
of equipment, operator and 6 hrs time as this meant lowering the
ditch 18", cost estimate of $1,200.00
City Atty. Stavron said that with the 48" stubbed out at Booth-
Calloway tY~ at some future time the City could put in additional
inlets since the pipe could pass under the 16", tYatt this seemed
sensible as the other 80 CFS could then be carried off.
Rodgers wrote total cost figures for changes as Mayor Ragan
called them out. Figures as follows:
$14,864.20 difference in cost of pipe
1,200.00 elevation change
4,500.00 inlet boxes
3,100.00 additional pipe
• 140000 increasing size of 20' inlets to 30' inlets
$25,064.20
Mullins of RSF Dev. said they would go 50/50. Representative from
Allison said could probably remove $500 of the cost, that they had

• looked at the manhole again, and since the grade would be lowered
that the bad portion of the manhole would be cut off. Mullins said
that he could see a possibility of some miscellaneous costs that
might occur; such as redoing the approach. Discussion was held again
about the elevation. With the new elevations 48" will be 5' under the
16" water lines pipe. Water will flow through the 48" pipe by pressure;
the .5/ grade will drain the pipe dry. Allison representative said
that he would have a 10' cut at~he end of Booth-Calloway.
Mullins again said there'~ae some other minor costs, that it would
possibly take a day to remove the 36" pipe. He stated City could have
the 36" pipe. Mullins said he would like to see the 50/50 cost be on
$30,000, $15,000 each as this would allow for some contingencies.
Mayor recommended we go with the cost split of $12,032.10.
Council asked to talk privately.
Atty. Stavron said what Mullin is suggesting is a ceiling be put on
any motion made, he said that RS F Dev. Co. would not nit pick though.
Rodgers said put a cei3.ing of $13,000 and no more.
Mayor recommended we proceed with up grading, and on City paying
its share, Folsom will pay initially and invoice the City for its
portion.
Motion made by Rodgers, that we do all the necessary changes in
drainage, that all thepipe be changed to 48" down to the already
installed 42", and all other changes as noted (elevation change, addi-
tional pipe, inlet boxes, increase size of 2-20' inlet boxes to 30'
inlets) and to proceed to within 6" of the 16" water main with the 48"
pipe capped there, cost not to exceed $13,000.00, Folsum to give us
• the 36" pipe of some 180' length and Freese & Nichols to furnish us
drawing of changes, second by Tucker, Unanimously approved.
Motion to adjourn at 10:30 P.M., Unanimously approved.

credit. The disposition of this pipe is to be determined by others.
NOTE: 4later line can be removed and relaid in the area close to the
existing manhole- For the sum of $500.00 in lieu of moving the manhole.
NOTE: If these figures are acceptable Allison Bros. Inc. urill need to
present a formal bid for acceptance by the developer.
