MINUTES OF THE MEETING OF THE COMMON COUNCIL
OF THE CITY OF RICHMOND, INDIANA, SERVING AS
A COMMITTEE IN CHARGE OF THE OPERATION OF THE
MUNICIPAL ELECTRIC LIGHTING AND POWER PLANT.
MONDAY, MAY 4, 1953.
The Common Council of the City of Richmond, Indiana, serving as a
IIcommittee in charge of the operation of the Municipal Electric Light-
ing and Power Plant, met in regular session in the Council Chambers
in the._City Hall; in said City Monday, May 4, 1953, at the hour of
8:30 o' clock P.M. (CDST) . Councilman Eastman presiding with the
following members being present: Messrs. Alkire, Baldwin, Kettelforder,
Law, Marino, Salzarulo, Tracy and Youngflesh. The following• business
was had, to-wit:
On motion duly made, seconded and carried the minutes of the previous
meeting were dispensed with.

A petition signed by property owners requesting the installation of
a street light at the intersection of South 16th and "L" Streets was
WZ presented by Mr. Beck. The Council unanimously approved the instal-
lation of the street light at said intersection and referred this
action to the Board of Works.
Mr. Beck presented the analysis of the bids received on April 20,
1953 for General Construction work and for a. Traveling Crane in con-
nection with the new power plant construction program. All bids were
evaluated on the basis of maximum cost of the work covered to the
City, the Duality and equipment offered and the qualification and
experience of the bidder in the particular work involved.
II For the General Construction work all bids received except one were in
proper form, containing bid bonds or checks, standard questionnaire
and financial statement and non-collusion affidavit. Only the bid
of Traylor Bros. was not submitted on proper 'form, it being submitted
on the standard bidding form for State work. ' The bid of Fuel Economy
Engineering Company of St. Paul, Minnesota was the lowest bid offered.
Since it Was regular in all respects and the contractor has establish-
ed his competence in this type of work, Black and. Veatch recommend
that this proposal be accepted and the contract, be awarded to them
in the amount of .$809, 000. 00 for furnishing all materials and labor
and constructing complete all buildings as specified. Mr. Beck con-
curred in this recommendation. Councilman Law moved that the bid of
the Fuel Economy Engineering Company in the sum of ;7809, 000. 00 be
accepted, seconded by Councilman Alkire and on voice vote the motion
was unanimously carried.
Bids for the Traveling Crane showed that only two were in order, These
being the Manning, Maxwell, Moore and Whiting Corporation. The base
bid of the Whiting Corp. was lowest, but it carried an escalation
clause which provided for maximum escalation of 7 per cent. This bid
did not include the runway wiring and fittings that were called for in
the specifications. However, when adding the maximum amount for
escalation plus a reasonable amount for the omitted wiring, this bid
was still somewhat lower than the bid of Manning, Maxwell, Moore.
The equipment offered by Whiting is first class in all respects and
IIis entirely acceptable. Black and Veatch recommended that the bid
of Whiting Corporation be accepted and the contract be awarded to them
in the amount of $36, 200. 00 for furnishing complete as specified and
providing for escalation not to exceed 7* per cent of the base contract
price. Mr. Beck concurred in the recommendation. Councilman Alkire
moved that the Whiting Corporation be awarded the contract for fur-
nishing the Traveling Crane in the amount of $36, 200. 00 as specified
and providing for escalation not to exceed 7* per cent of the base
contract price, seconded. by Councilman Salzarulo and on voice vote
the motion was unanimously carried.
Unanimous consent was given by this body to try to hold the meetings
of this Bbdy at the hour of 7: 00 o' clock P.M. .(CDST) starting June 1,
1953. This to be only a trial and can be rescinded if it doesn' t

prove satisfactory.
Claims An the amount of 138, 169. 07 were allowed.
There being no further business presented on motion duly made, second-
ed and carried, the meeting adjourned.
