HomeMy Public PortalAbout04-06-1953 99 MINUTES OF THE MEETING OF THE COMMON COUNCIL _ OF THE CITY OF RICHMOND, INDIANA, SERVING AS A COMMITTEE IN CHARGE OF THE OPERATION OF THE MUNICIPAL ELECTRIC LIGHTING AND POWER PLANT. MONDAY, APRIL. 6, 1953. The Common Council of the City of Richmond, Indiana, serving as a committee in charge of the operation of the Municipal Electric Lighting and Power Plant, met in regular session in the Council Chambers in the IICity Hall in said City, Monday, April 6, 1953, at the hour of 8: 30 o' clock P.M. (CST) . Councilman Eastman presiding with the following members being present: Messrs. Alkire, Baldwin, Kettelforder, Law, Marino, Salzarulo, Tracy and Youngflesh. The following business was had, to-wit: On motion duly made, seconded and carried, the minutes of the previous meeting were dispensed with. Mr. Beck presented the analysis prepared by Black and Veatch, Consulting Engineers, of the bids received on March 23, 1953, for Power Piping and Cil Power Wiring in connection with the new power plant construction program. 4--4 All bids, except one, for Power Piping work were in proper form, con- C taining bid bonds, standard questionnaire and financial statement and non- collusion affidavit. Only the Flori Pipe and Erection Company failed to complete financial statement. All bids were firm price quotations and completion times indicated conformed in general to the construction schedule of the overall program. With but very few exceptions, the equip- ment offered in all bids was first class and entirely acceptable. The bid of Hosler and Pearson, Ft. Wayne, Indiana in the sum of $525, 215.00 was the lowest offered, but did not meet the experience and installation clause requirements of the specifications. Therefore, their bid was recommended to be eliminated. The next lowest bidder was the Drave Corporation in the sum of $529, 998. 00. This organization showed ample experience in the type of work to be done, Therefore, Black and Veatch recommended the contract be awarded to the Drave Corporation for Power Piping work. II Councilman Tracy moved on recommendation of Black and Veatch Company, and concurrence of Mr. Beck, that the bid of the Dravo Corporation be accepted, seconded by Councilman Baldwin and on voice tote was unanimously carried. Mr. Beck presented the analysis of the bids received for Power Wiring work. All bids were in proper form with the exception of the Sanborn Electric Company, who failed to submit their bid on the required form. The three low bidders failed to show appropriate technical experience, and the three remaining bids were in excess of the Engineer' s Estimate of the cost of work involved. It was recommended that the City reject all bids for this portion of the project and re-advertise for new bids in an attempt to obtain better bids from qualified contractors. Councilman Salzarulo, on recommendation of Black and Veatch and con- currence of Mr. Beck, moved that all bids received for Power Wiring work be rejected and readvertise for the same, seconded by Councilman Youngflesh and on voice vote the motion was unanimously carried. Councilman Tracy moved that the action taken by this Body on March 16, 1953 in regard to the sum of five percent (5%) of the gross revenue of the Light Plant earnings be set aside in the Depreciation Reserve Fund Cash to rescinded and that the sum of three percent (3%) of the value of depreciable property be taken out of the gross revenue and set aside in the Depreciation Reserve FundCash. This motion was seconded by Council- man Alkire and on voice vote was unanimously carried. Councilman Youngflesh moved that street lighting be installed at South 3rd and "P" Streets as requested, seconded by Councilman Law and on voice vote was carried. Councilman Youngflesh moved that a street light be installed near South 6th and "L" Streets, seconded by Councilman Alkire and on voice vote was carried. 1®.0 Mr. Beck reported that the C & 0 Railroad had started work on the side tract into the new Light Plant site.
