OF THE CITY OF RICHMOND, INDIANA, SERVING AS
A COMMITTEE IN CHARGE OF THE OPERATION OF THE
MUNICIPAL ELECTRIC LIGHTING AND POWER PLANT.
. MONDAY, FEBRUARY 16, .1953.
The Common Council of the City of Richmond, Indiana, serving as a
committe in charge of the operation of the Municipal Electric Lighting
and Power Plant of said City, met in regular session in the Council
Chambers in the City Hall in said City, Monday, February 16, 1953,
at the hour of 8: 00 o' clock P.M. (CST) . Councilman Eastman presiding
with the following members present: Messrs. Alkire , Baldwin, Kettel-
f order, Law, Marino, Salzarulo., Tracy and Youngflesh. The following
business was had, to-wit:
On motion duly made, seconded and carried, the minutes of the previous
meeting were dispensed with. .
On motion duly made, seconded and unanimously carried, the committee
authorized the Board of Works to enter into an agreement with the
Chesapeake and Ohio Railroad. Company for a switch track to the Light
Plant site south of the City.
The General Manager, Mr._ Beck, presented the analysis of the bids re-
ceived on February 2, 1953, for certain work to be incorporated in
the new power plant improvement as was analyzed by Black & Veatch,
Consulting Engineers.
Bids received on General Grading were as follows:

On recommendation of Black & Veatch and concurrence of the General
Manager, Mr. Beck, the committee unanimously approved the bid of
Mike Delucio and Sons as above stated.
Bids received on Auxiliary Structures:

On recommendation of Black & Veatch, and concurrence of the General
Manager, Mr. Beck, the committee unanimously approved the bid of
Crabtree-Maule as above stated.
Mr. Beck presented the following quotations from the various local
automobile dealers to furnish a new 4-door sedan to be used. by Mr.
Mutchner, Chief Engineer and Associates. All the following figures
are net:

On motion duly made, seconded and carried, the bid of the Willoughby
Chevrolet Company for a Chevrolet as. above quoted was accepted.
The General Manager, Mr. Beck advised the committee that sealed pro-
posals would be received on March 23, 1953 for the following:
Item #1. Power Piping and insulation. -
Item #2. Power Wiring and Lighting of the Power House and
Auxiliary Structures.

On motion by Councilman Tracy, seconded by Councilman Alkire and un—
animously carried, the City Attorney and Chairman of this Committee
were authorized and empowered to file a petition with the Public Service
Commission of the State of Indiana to have the order creating a Cash
Sinking Fund modified to permit the use of accumulated money in this
fund to make payments on contracts awarded for plant expansion program.
The committee allowed claims in the amount of ;156, 962.59. Of this
amount the following transfers were made:
The sum of 9, 15, 000. 00 from Cash Operating Fund to
Sinking Fund Cash,
The sum of $23, 146. 48 from Cash Operating Fund to
Depreciation Reserve Fund, C ash,
The sum of $25, 000.00 from Cash Operating Fund to
Cash Reserve Fund,
The sum of $3, 441. 94- from Depreciation Reserve Fund
Cash to Cash Operating Fund.
There being no further business presented, on motion duly made, se—
