CITY COUNCIL SPECIAL MEETING MINUTES
BREAKFAST MEETING WITH SUPERVISOR ANTONOVICH
OCTOBER 15, 2009
1. CALL TO ORDER
Mayor Vizcarra called the City Council Special Meeting to order at 8:15 a.m. at Denny's
Restaurant Meeting Room, 5603 Rosemead Boulevard, Temple City, California.
PRESENT: Councilmember- Chavez, Wong, Yu, Vizcarra
ABSENT: Councilmember - Sternquist
ALSO PRESENT: Los Angeles County Supervisor Michael D. Antonovich, 5'" Supervisorial
District; J. Gomez, Senior Deputy, Gary Tollack, Supervisor Deputy;
Dave Pilker, Head, City Services; Dr. Diana Ramos, Head, Public Health;
Phillip Chen, Public Health Deputy

2. INTRODUCTIONS
Introductions were made by the City Council, Supervisor Antonovich and staff members present.
3. DISCUSSION OF ITEMS OF INTEREST TO THE CITY
A. Thank you for $46,400 Grant for Live Oak Park Outdoor Fitness Course
Interim City Manager Burroughs thanked Supervisor Antonovich for excess funds, in the
amount of $46,400, dating back to the 1996 Park Bond Act. The 5th Supervisorial District
Regional Park and Open Space grant funds were used to purchase outdoor fitness
equipment at Live Oak Park.
B. Update on Rosemead Boulevard Improvements in Temple City
Public Service Manager Tidwell presented an update on the Rosemead Boulevard
improvements, indicating the project boundaries and a timeline for construction to begin
in May 2010.
Dave Pilker provided information on the County's area of improvements, stating the
estimated cost of the project to be $26M overall. Completion of the construction would
be approximately 21/2 years.
Interim City Manager Burroughs added that the City's total amount for the project is
funded through grants and outside funding with no General Fund monies being used.
C. Update on H1N1 (Swine Flu) POD (Point of Distribution) — Los Angeles County Dept. of
Health Services and City of Temple City
Dr. Diana Ramos reported on the availability of the H1N1 vaccine, stating 80% is
allocated to private physicians and 20% to low income recipients. She provided a list of
PODs, and indicated as more vaccine is available, more distribution sites will be added to
the list and updated on their website. She provided handouts with additional information.

Public Safety Officer Ariizumi reported that October 30th and November 13th have been
scheduled at the Live Oak Park, Temple City's POD to administer the vaccine. He also
reviewed qualification criteria.
Supervisor Antonovich provided information on the Metropolitan Transportation Authority
(MTA) member appointment and long range plan, and encouraged independent cities to
achieve representation on the Board. The MTA meeting is next Thursday at 9:30 a.m. He
also provided an update on the Los Angeles World Airports (LAWA) — Palmdale Airport
issue. In response to Mayor Vizcarra, Supervisor Antonovich reported on a proposed
high speed rail project to be privately funded.

The City Council Special Meeting was adjourned at 8:58 a.m.
