The Town is requesting' that the system have a minimum the following components and functionality:. • Live and On -Demand online streaming integration • Improve In -Room and recorded audio • Improve reliability, streamline, and •simplify video and audio components • Improve quality and functionality of presentations The Town is seeking proposals to install, ;configure, and warranty a complete and tested functioning A/V solution. This should include the selection, purchase, and installation of necessary equipment by the. contractor. The equipment selected should augment existing equipment where .feasible and should increase and improve the quality and functionality of the existing system. Accepted proposals should contain the following: • Detailed cost of components, labor, and warranty - including hourly rates for additional work • Options to separate proposal into smaller projects for budgeting • Description of work to be performed • 2 references from customers. with related projects Additional Requirements: • Solution must maintain A/V sync • Wire management will be performed • Front of Dais mnay NOT be modified .. In addition to the base request for proposals, -the Town is offering two additional options for proposals that may be selected individually with the proposal award. They are as follows: Additional Option 1 - Install, and ,configure a large screen display screen for the audience to be wall mounted on the southeast wall of the chamber Additional Option 2 - Podium with Video/Audio input for display on presentation devices This request for proposals is extended to all' qualified proposers. 7 1-2 TOWN OF GULF STREAM The Town of Gulf Stream, Florida is. a. municipal corporation of the State of Florida, incorporated in 1925. The' Town operates as a Commission -Manager form of government and has approximately 20 employees. The population per the 2010 census is 786. More detailed information on the Town can be found in the Annual Financial Report and the -.Annual Budget Document. Proposers niay withdraw their proposal in person or through an authorized representative...Proposers and authorized representatives must disclose their identity and provide receipt for their proposal. 1-5 PROPOSAL DISCLOSZJRE Upon opening, proposals become "public records" and shall be subject to public disclosure consistent with Chapter 1.19; Florida -Statutes.. Proposers must invoke in writing the exemptions to disclosure (provided by law) in the response to the RFP by referencing the specific statutory authority for claimed exemptions, identifying the data or other materials to be protected, and stating the reasons why such exclusion from public disclosure is necessary., 1-6 TIMETABLE The following tentative timetable is established for all actions of this RFP: A. February 3, 2021 -.Request for. Proposals advertised. B. February 24, 2021 at 10 A.M. EST- Mandatory meeting for Proposers at Town of. Gulf - Stream Town Hall ' located at 100 Sea Road, Gulf Stream, FL 33483 C. March 19, 2021 2 P.M. EST -.Deadline to receive proposals. D. April 9, 2021 - The Town Commission will 'select the vendor for Commission Chamber Audio/Visual System. 1-7 DELAYS The Town may delay or modify scheduled due dates if it is to its advantage to do so. The Town will notify Proposers of all changes in scheduled due dates by written addenda. 1-8 ADDENDA If revisions become necessary, the Town will provide written addenda to all Proposers who have ,requested the RFP, All addenda issued by the Town will include a receipt form which must be signed and included with any proposals that are submitted to the Town. In the event multiple addenda are issued, a separate receipt for each addendum must be included with the proposal at the time it is submitted to the Town. If issued, the Town will mail written addenda. All proposers should contact the Town to ascertain whether any addenda have been issued. Failure to do so could result in an unresponsive proposal. 1-9 ORAL PRESENTATION In its discretion, the Town may require oral presentations from all short listed respondents. These presentations provide an opportunity for the Proposer to clarify the proposal for the Town. The Town will schedule any such presentations. 1-10 ACCEPTANCE OR REJECTION OF PROPOSALS The Town reserves the right to reject any and all proposals when (1) such rejection is in the best interest of the Town; or (2) if the proposal contains any irregularities; provided, however, that the Town reserves the right to waive any minor irregularities and to accept the most responsive and responsible proposal. The Town also reserves the right to cancel this RFP at any tiule and/or to solicit and re -advertise for other proposals. 1-11 DEVELOPMENT COSTS Neither the Town nor its representatives shall be liable for any expenses incurred in connection with the preparation, .submission or. presentation of a response to this RFP. 1-12 SWORN STATEMENT ON PUBLIC ENTITY CRIMES The Proposer shall be required, pursuant to Section 287.133, Florida Statutes, to execute the attached "Sworn, Statement on Public Entity Crimes" upon the submission of this proposal. By executing this sworn statement, the Proposer is affirmatively stating that neither it nor art affiliate. (as defined in the Statute) has 10 been convicted of a .public entity crime and that it is not barred from entering into a contract with the Town. The Proposer further acknowledges that any misstatement or lack of compliance with the Statute shall result in the contract being null and void and/or subject to immediate .termination by the Town, and in the event of such termination, the Town shall not incur any liability for any work or materials furnished by the Proposer. 1-13 CODE OF ETHICS If any Proposer violates or.is-a party to a violation -oT the code of ethics of the State of Florida with respect to this proposal, such Proposer may be disqualified from performing the work or from furnishing the goods or services for which the proposal is submitted and may be further disqualified from bidding on any future proposals for work, goods or -services for the Town. 1-14 CONFLICT OF INTEREST. The award of any contract hereunder is subject .to the provisions of Chapter 112, Florida Statutes. Proposers must disclose with their Proposals the name of any officer, director, partner, associate, agent, Advisory Board member or client/customer who is also an officer, former officer, or employee of the Town of Gulf Stream or its agencies. 1-15 EQUAL EMPLOYMENT OPPORTUNITY Proposer shall not discriminate against ,'any .. employee or applicant for employment because of race, religion, color, age, sex or national origin, or physical or mental handicap;, or marital.status. Proposer shall take affirmative action to ensure that applicants,axe employed,, and that employees are treated during their employment without regard to their race, religion, color, age, sex or national origin, physical or mental handicap; or marital status. 1-16 CONTRACTUAL AGREEMENT Any and all legal action necessary to enforce, the award will have venue in Palm Beach County and the contractual obligations will.be interpreted according to the laws of the State of Florida. Any contract or agreement required by the vendor must be enclosed at the time of RFP• submittal. 2-1 INTRODUCTION The following are the bid specifications for the Audio Visual equipment, cameras and video Streaming of Town Cornmissior)�,, Architectural Review and Planning Board, and Ad Hoc meetings: Equivalent bid specifications will be considered. 2-2 SCOPE OF WORK Reliable, high performance camera and video streaming of Town Commission, Architectural Review and Planning Board, and Ad Hoc Committee meetings meeting the needs of the Tvwn:: • Camera and related equipment anticipated 1 camera 11 " Computer station and production software to control video production for real-time streaming to the Internet. " Audio Mixer " AV Controls - all A/V functions should be able to be operated from the Town Clerk's desk; " including, but not limited to the audio levels, microphones, cameras, display devices, recording devices; internet'streaming, and ability to easily control the changing of documents* and subjects displayed on the display devices " Camera - should be provided and. positioned so that the Council dais, podium, and other areas in. the front section" 'of 'the room can be recorded and/or displayed on presentation display devices " Amplifier and speaker. system for Commission Chamber that will provide high quality and balanced sound .coverage. 2-3 AREAS OF CONCERN Improve Live & On -Demand Streaming reliability " The Town currently, utilizes GoToWebinar as an On -Demand and Live Streaming service provider. The Town does not currently have any mounted cameras and streaming is accomplished with a mixture of laptops and webcams. The streaming has been inconsistent, devices and webcams are unsightly, cumbersome and pose tripping hazards, the stream will occasionally freeze at random, and has poor sound quality. " The Town is currently seeking ,proposals to -address Live and On -Demand streaming needs. Proposals should take into consideration the small size of the room and basic needs of streaming. The solution must allow audio and video to be reliably viewed live and on -demand. The solution shall not require adjustment to the Towns network, or firewall. Improve In -Room and Recorded Audio " The Town's audio. system has not. -been updated since 2005 and is currently partially not functional. No major improvements have occurred, with the exception, of wireless. microphones .and mixers. The Town would prefer proposals to integrate. and use the current wireless microphones if possible. Background. noise 'cancellation- solutions are needed to improve sound quality. " The Town is currently seeking proposals to address general acoustics of the commission chamber, resolve the feedback issue, improve the volume of the streaming audio, and to improve the overall audio quality. Proposals should address the noted equipment and should include a plan to evaluate existing legacy wiring and devices. 12 Improve reliability, streamline, and simplify video components • The video system that the Town has in place is primarily HD -SDI and in the form of webcams and laptops using an online video conferencing solution called GoToWebinar. The system converts up from presentation inputs, and down to output streaming broadcasts to service providers. The limitation of using portable equipment such as laptops and webcams limit space for the audience -and. causes tripping Hazard liability due to cables and tripods. I_mprove Quality of Presentations (Resolution) • The Town utilizes presentation equipment that connects via an HDMI Wireless Extender transmitter and receiver connector. The signal is prone to disruption and freeze regularly. It is somewhat common for presenters to end up frustrated that the presentation was not particularly viewable or manageable. As a result, the Town still accepts poster board mounted presentations that are difficult to see from the dais and completely blocked from view of the audience. With the current equipment, it is also necessary for staff to intervene, on behalf' of presenters in order to change between document projector. and presentation computer. Although the equipment has a switch on..it, it is pften confusing to, presenters unfamiliar with the equipment and they fail to switch"`on their- own, the delay that is present when switching the.input also - 'adds to the confusion. The presentation equipment has been set up in a way that forces individuals to utilize Town equipment to present, although a recurring request has been to project from a user provided device. The .Town has typically avoided allowing this due to limitations in available .connections but could potentially allow for this in the future. • The Town is currently `seeking.,.proposals to improve the picture quality, ease of use, and functionality of 'bur presentation equipment. The Town is also seeking to reduce, adaptioxis and conversions from the presentation equipment, although -this goal is secondary to improved quality. GOVERNING LAW Proposers agree that the disputes shall. be' governed by the laws of the State of Florida. Venue will be Palm Beach County.. SELECTION CRITERIA A Selection Committee will evaluate. proposals to recommend an award to the Town Commission. Each Proposer _should submit documents that provide evidence of capability to provide the services required for the Committee's review. The Selection Committee will rank and select the top Proposer. Video System Innuvo shall install a new 75" display in the Room to show all of the video sources available. The existing 65" Samsung display and mount shall be -reused and connected to the same video sources. Both displays will show the same source at all times. Sources include: • (1) Owner provided laptop with videoconferencing software and apps • (1) Owner provided comcast cable tv box w/HDMI connection • (1) New VDO 360 pan/tilt/zoom USB camera • (1) BenQ wireless presentation device A new Extron all -in -one presentation switcher shall connect and route all the video sources to the displays. Only 1-video source can be selected and presented at a time; both displays will always show the same content. An extron AV to USB bridge shall take an HDMI output of the presentation switcher and convert it to USB so it can be shared through the laptop for cloud/videoconferencing applications. The Laptop shall connect to a rack mounted patch panel which will have connections of HDMI (laptop presenting), USB (PTZ camera feed) and USB (AV Bridge feed) along with network and AC power ports. Audio System A new audio system shall be installed that will replace the existing audio system. 2-New ceiling speakers shall be installed to provide sound reinforcement for the Chamber Dais members while 2-new surface mount speakers shall provide audio to the audience members. A 50-watt 70v amplifier within the Extron presentation switcher shall feed the speakers. An Extron digital signal processor with echo cancellation and VOIP connectivity shall mix all the audio sources and new microphones for distribution into the cloud conferencing system. Audio Sources include: • (1) Owner provided laptop 0 (1) Owner provide Cable TV • (1) BenQ wireless presentation device • (10) Sennheiser speech line wireless transmitters with gooseneck microphones • (1) Denon solid state recorder/player • (1) Tascam CD/Tape recorder/player • (1) VOIP phone connection Please note that Innuvo and Extron must verify the existing phone system compatibility for programming purposes. 10-new wireless microphones shall be stored in the rack and taken out as needed for meetings and guests. They will wirelessly connect within the room and mix with any program audio content. They can be used for speech reinforcement in the room or for video/audio conferencing applications. The existing Polycom speakerphone will be phased out as the room and mics are now setup as a giant speakerphone. Please note that when in "conferencing" mode, the local microphone audio will not be heard over the audio speakers, only the far end audio will be heard. Control System A new control system processor is built into the Extron presentation switcher which shall be used to control the audiovisual system. It will connect through the network over WIFI to an owner provided IPad running the Crestron control touch panel called X-panel. The existing equipment will be removed and turned over the Town of Gulfstream for disposal. Audio Sources include: • (r) Owner provided laptop • (i) Owner provide Cable TV • (i) BenQ wireless presentation device PAGE 1 tel 954.581.1756 fax 954.797.0453 web www.innuvo.com Attn: Town of Gulfstream Concerning RFP Commission Chamber Audio/Visual System RFP No. 21-01, Innuvo will make every effort to preserve and maintain the current condition and aesthetics of the wood paneling, trim and the Chamer Dais Changes to Ceiling, Walls, Floor, Podium, Dais, Rack • (Ceiling) The finished ceiling above the Dais will receive 2-cutouts for the 6" ceiling speakers to be flush mounted. 2-new 4" surface mount speakers will replace the current speakers moutned on the ceiling horizontal wooden beam. They will be mounted horizontally on a yoke bracket which allows for easy adjustment/aiming. On the audience side ceiling horizontal beam, a new pan/tilt/zoom camera will be mounted. • (Walls) A new 75" television will be mounted onto the wall. A new electrical outlet will be needed at that location to accommodate the TV and the power for the camera. Innuvo will need to create a single gang cutout for the AV cabling. Our suggestion is that since the Electrician is already going to run power feeds/conduit to that location, they already cust and prepare a juction box for the low voltage cabling as well. The existing cabling traveling from the rack to the wall under the carpet will remain untouched and re -used for the current installation. Any new cabling needed will be run through a floor adhesive rubber cable track to prevent any tripping hazards. The cabling will follow the same path as the existing cabling. Additionally, some cable will have to traverse over the decorative archways to the back of the room for the TV and camera (see illustration attached) • (Podium) The podium will remain mobile and wireless with the utilization of a wireless presentation system for video/audio and wireless microphone. The current microphone and microphone stand shall be removed • The Dais will remain untouched with wireless microphones being used and distributed as needed to all participants. • (Rack) The rack will be emptied and repopulated with the new equipment. No special modificiatons will be made to the rack except that (3) wireless microphone transceivers will be strapped to the side of the rack (not seen by audience) to allow accurate line of sight and performance of the microphone audio. These devices are usually mounted on the walls or ceilings but we prefer to preserve the walls and mount them directly to the rack cabinet side.
