MINUTES OF THE MEETING OF THE COMMON COUNCIL
OF THE CITY OF RICHMOND, INDIANA, SERVING AS
A COMMITTEE IN CHARGE OF THE OPERATION OF THE
MUNICIPAL ELECTRIC LIGHTING AND POWER PLANT
MONDAY, OCTOBER 6, 1952.
The Common Council of the City of Richmond, Indiana, serving as a committee
in charge of the operation of the Municipal Electric Lighting and Power
Plant, met in regular session in the Council Chambers in the City Hall in
said City, Monday, October 6, 1952, at the hour of 8: 30 o' clock P.M. (cst) .
Councilman Eastman presiding with the following members being present:
IIMessrs, Alkire, Baldwin, Kettelforder, Law, Marino, Salzarulo, Tracy and
Youngflesh. The following business was had, to-wit:
On motion duly made, seconded and carried, the minutes of the previous
meeting were dispensed with.
Councilman Tracy moved that the Light Plant be authorized to invest out of
the Consumer ' s Deposit Fund the sum not to exceed $35, 000. 00 in Government
Bonds, provided that the State Board of Accounts permits. This motion was
seconded by Councilman Salzarulo and on voice vote was unanimously carried.
Black and Veatch, Consulting Engineers, submitted their analysis on the bids
received September 22, 1952, for certain power plant equipment to be in-
corporated in the power plant expansion program. Mr. Beck read the
analysis and the recommendations of Black and Veatch, The Engineers on the
following equipment:
COAL HANDLING EQUIPMENT. On recommendation of Black and Veatch,
Engineers, and concurrence of Mr. Beck, Councilman Tracy moved, seconded by
Councilman Baldwin and unanimously carried, to award the Webster Manufactur-
ing Company Contract as follows, to-wit:
Base Bid $193,536. 00
Less Crusher House Coal Scale 2, 705. 00
$190, 831. 00
II Plus Allis Chalmers Car Shaker 3, 187,00
Revised 3ase Bid 19 ,018. O0
Maximum Escalation ( 5%) 9, 700. 90

ASH HANDLING EQUIPMENT. On recommendation of Black and Veatch,
Engineers, and concurrence of Mr. Beck, Councilman Alkire moved, seconded by
Councilman Salzarulo and unanimously carried, to award the United Conveyor
Corporation contract as follows, to-wit:
United Conveyor Corporation firm bid S41, 439. 00.
COMBUSTION CONTROL AND INSTRUMENTS. On recommendation of Black
and Veatch, Engineers, and concurrence of Mr. Beck, Councilman Youngflesh
moved, seconded by Councilman Tracy and unanimously carried, to award the
Republic Flow Meter Company contract as follows, to-Wit:
Republic Flow Meter Company basetbid/ S38, 416.00
Maximum escalation 874. 70
Maximum Price $39, 290. 70
WATER TREATMENT EQUIPMENT. On recommendation of Black and Veatch,
Engineers, and concurrence of Mr. Beck, Councilman Law moved, seconded and
unanimously carried, to award the Permutit Company contract as follows, to-wit
IIPermutit Company firm bid $46,871.00.
CHLORINATION EQUIPMENT. On recommendation of Black and Veatch,
Engineers, and concurrence of Mr. Beck, Councilman Kettelforder moved,
seconded by Councilman Tracy and unanimously carried, to award the Wallace
and Tiernan Company contract as follows, to-wit:
Wallace and Tiernan Company firm bid $12., 986. 00.

HEATING BOILER. On recommendation of Black and Veatch, Eng-
ineers, and concurrence of Mr. Beck, Councilman Tracy moved, seconded by
Councilman Alkire and unanimously carried, to award the Superior Combus-
tion Industries, Inc. contract as follows, to-wit:
Superior Combustion Industries, Inc. firm bid $9,266.00.
Mr. Beck submitted the analysis of the quotations on the replacement of
two Line Department trucks. One (1) to replace the 1946 Chevrolet 2 ton
pick-up, and one (1) 1945 Dodge truck. Quotations on the Business Coupe
to be used by the Meter Department were received from Brown Motors,
Willoughby' s, Gilcrest, Watson-Brown and Dee Meadows. On recommendation
of Mr. Beck, Councilman Kettelforder moved, seconded by Councilman Law
and unanimously carried, to accept the quotation of the Gilcrest
Company for one (1) 1952 Plymouth Business Coupe g954. 00 net.
On recommendation of Mr. Beck, Councilman Alkire moved, seconded by
Councilman Kettelforder and unanimously carried, to accept the quotation
of the Gilcrest Company for one (1) 3/4 T. Dodge Truck $788.00 net.
On recommendation of Mr. Beck, Councilman Marino moved, seconded by
Councilman Salzarulo and unanimously carried, to accept the quotation
of the Parson' s Engineering Corporation for furnishing the Chassis for
the 3/4 T. Dodge Truck in the sum of $527.50 net.
The claims in the amount of $175,801.40 were allowed.
There being no further business presented, on motion duly made, seconded
and carried, the meeting adjourned.
