MINUTES OF THE MEETING OF THE COMMON COUNCIL OF
THE CITY OF RICHMOND, INDIANA, SERVING AS A
COMMITTEE IN CHARGE OF THE OPERATION OF THE
MUNICIPAL ELECTRIC LIGHTING AND POWER PLANT
MONDAY, JUNE 16, 1952.
The Common Council of the City of Richmond, Indiana, serving as a committee
in charge of the operation of the Municipal Electric Lighting and
Power Plant, met in regular session in the Council Chambers in the City
Hall in said City, Monday, June 16, 1952, at the hour of 7:00 o' clock
P.M. (CST) . Councilman Eastman presiding with the following members
being present: Messrs. Alkire, Baldwin, Kettelforder, Law, Marino,
Salzarulo, Tracy and Youngflesh. The following business was had, to-
wit:
On motion duly made, seconded and carried, the minutes of the previous
meeting were dispensed with.
Mr. Beck presented and read a letter from the Harry Ray Post No. 65
of the American Legion Fireworks Committee requesting cooperation from
the Light Plant for electrical service during the 4th of July fireworks
display at Glen Miller Park. Councilman Law moved that the Light Plant
aid in the usual manner as has been done in the past, seconded by
Councilman Tracy and on voice vote was carried.
Mr. Beck presented and read a letter from R.W. Duncan, Works Manager
of the Crosley Division, Avco Manufacturing Corporation as follows:

Gentlemen:
This communication pertains to a request by Crosley Division,
Avco Manufacturing Corporation, Richmond, Indiana, hereafter re-
ferred to as Crosley. This request is directed to the Municipal
Electric Light & Power Co. , Richmond, Indiana, hereafter referred
to as Utility Co.
Crosley' s request pertains to the ownership of the primary voltage
facilities required to serve the Richmond property of Crosley with
electric light and power. The ownership of said facilities shall
be as follows:
(1) All overhead pole structures and lines located on
Crosley property related to the primary voltage
supply shall be owned, installed and maintained by
the Utility Co.
(2) The underground cable and duct facilities shown as
new construction on Ferro Concrete Construction Co.
Drawing M-9, revised date October 15 , 1951, shall be
installed, owned and maintained by Crosley.
(3) Duct and manholes less cable shown on Drawing M-9 as
existing construction are owned by the Utility Co.
and shall remain the property of the Utility Co.
This duct and cable is also shown on Utility Co. Draw-
ing .8000X-A-13, dated March 26, 1952. The Utility Co.
drawing also describes cable belonging to the Utility
Co. which shall be removed by the Utility Co. by
July 21, 1952.
(4) Two (2) 2000 kva Westinghouse transformers Serial No.
2270638 and Serial No. 3401446, and one (1) 1000 kva
Westinghouse transformer, Serial No. 4087987, which
are the property of the Utility Co. shall be removed
by the Utility Co. by July 21, 1952.

(5) In place of the two (2) aforementioned 2000 kva trans-
formers, Crosley will install, at their expense, two
(2) new 2000 kva General Electric transformers. These
transformers shall be purchased by the Utility Co. from
Crosley promptly after installation for the sum of nine-
teen thousand nine hundred sixty-eight dollars (419, 968.00)
and shall be owned and maintained by the Util Co. until
Crosley may elect to Purchase said transformers along
with manholes and underground duct work presently owned
by the Utility Co. referred to in Item 3 above.
II (6) Primary voltage switchgear comprising nine (9) cubicals
of General Electric metal-clad 15 kv gear; control cable;
eight (8) R. & I. E. 15 kv interrupter switches and six
(6) 750 kva, 13. 8 kv/480 v 3 phase, load center trans-
formers, Serial numbers B-45688, B-45689, B-45690, B-45691,
B-45692, and B-45693, are and shall remain the property
of Crosley.
The nameplate data of the two (2) 2000 kva General Electric trans-
formers to be purchased by the Utility Co. from Crosley is attached.
Cr: The Utility Company' s prompt consideration and approval of Crosley' s
request will be greatly appreciated.

On recommendation of Mr. Beck, Councilman Law moved that the 2-2000 kva
IItransformers as set out in paragraph (5) be purchased by the Light Plant,
seconded by Councilman Tracy and on voice vote was carried.
The claims in the sum of .$119, 311. 12 were allowed; Of this amount the
following transfers were allowed: The sum of 42, 849. 77 from Depreciation
Reserve Fund Cash to Cash Operating Fund; The sum of 415, 000. 00 from
Cash. Operating -Fund to Cash Reserve Fund; The sum of 425,000. 00 from
Cash Operating Fund to Cash Reserve Fund; The sum of $22,474. 8° from
Cash Operating Fund to Depreciation Reserve Fund Cash.
There being no further business presented, on motion duly made, seconded
and carried, the meeting adjourned.
