RESOLUTION OF THE BOROUGH OF CARTERET, IN THE
COUNTY OF MIDDLESEX, DESIGNATING CARTERET
BUSINESS PARTNERSHIP, INC AS REDEVELOPER OF THE
LOCUST - ROOSEVELT REDEVELOPMENT AREA
WHEREAS, the Local Redevelopment and Housing Law, N.J.S.A. 40A:12A -1 et sea.
(the "Redevelopment Law "), authorizes municipalities to determine whether certain
parcels of land in the municipality constitute areas in need of rehabilitation or areas in
need of redevelopment; and
WHEREAS, the Council (the "Borough Council ") of the Borough of Carteret (the
"Borough "), by Resolution No. 14 -254, adopted on December 18, 2014, designated the
properties known as Block 6805, Lots 1 -8 and 22 -29 on the Borough's tax map (the
"Roosevelt Avenue — Locust Street Rehabilitation Area ") as an area in need
rehabilitation under the Redevelopment Law; and
WHEREAS, by Resolution No. 15 -196, adopted on September 17, 2015, the Borough
designated the Carteret Business Partnership, Inc. ( "CBP ") as the redeveloper for the
Roosevelt Avenue - Locust Street Rehabilitation Area; and
WHEREAS, by Resolution No. 16 -43, adopted on February 25, 2016, the Borough
designated the properties in the Roosevelt Avenue - Locust Street Rehabilitation Area as
an area in need of redevelopment, pursuant to the Redevelopment Law (hereinafter, the
"Locust — Roosevelt Redevelopment Area "); and
WHEREAS, on April 19, 2018, the Borough adopted a redevelopment plan for the
Locust — Roosevelt Redevelopment Area, entitled "Locust — Roosevelt Redevelopment
Plan" (the "Redevelopment Plan "); and
WHEREAS, the Borough desires to designate the CBP as the redeveloper for the Locust
— Roosevelt Redevelopment Area.
NOW, THEREFORE, BE AND IT IS HEREBY RESOLVED by the Mayor and
Council of Borough of Carteret, in the County of Middlesex and the State of New Jersey,
as follows:
Section 1. The aforementioned recitals are incorporated herein as though fully
set forth at length.
Section 2. The CBP is hereby designated as the redeveloper for all, or a part
of, the Locust — Roosevelt Redevelopment Area as may be further
amended by the Authorized Officers (defined below) upon review
and approval of proposed projects for said area.
Section 3. The Mayor, Chief Financial Officer and Director of Law (each an
"Authorized Officer") are hereby each severally authorized, after
consultation with such counsel and any advisors to the Borough, as
such Authorized Officer deems necessary, desirable or convenient,
in such Authorized Officer's discretion, to enter into any and all
agreements in furtherance of such projects in the Locust —
Roosevelt Redevelopment Area.
