A special meeting of Cbuncil was held to -day at 4 :00 p.m.and was attended by the Mayor and Councilmen Farr,Espy,Horovitz and Er J.L. Rossitet,County Health Inspectorar. i .B.Izlar and Er. H,Sharpley, Assistant Chief :engineer of The Central of Georgia Railway Co. The �aayorwwas advised that Central of Georgia Railway Company wishes to build a sea wall or retaining wall just below high water mark at the forth end of the island,beginning at a point about in the middle of lot no.2 in Ward No.1,which belongs to A.M.Glover, and rur_ning thence in a southeasterly direction to a point approxi- mately on the northern line of Lot No.13,just north of the residence of Thomas Gamble,crossirig Butler Avenue just north of the Central Railroals tracks and crossing First Street east of Butler Avenue and that,though Butler Avenue and First Street at the points Where they will be crossed by this wall are now or very soon will be under water at high tide,the railroad desires the City's permission to construct and mainin ;the wall across these streets, The Mayor was advised :further that,in view of the fact that the Central might at some time in the future find it necessary to extend this wall to the northward across Tilton street at approximately high water mark as it might then exist, they are also s:eking permission at this time to make that extension, Thw work will done at the expense of the Central iailrod,and is primarily for the purpose of saving their tracks and right of way, tough it is hoped that the rssult will be that thesea will ultimately recede from the lots and streets to 'the east of the wall. WHEREUPON,IT '!AS RESOLV D,that the Mayor be and he is authorized to grant to the Central of.Georgia Railway Company the right to construct and maintain a sea wall and such other jetties as may be necessary across Butler Avenue,First Street and Tilton. Street at such points as may be agreed upon with with Central of Georgia Railway Company,and to that end to enter into and to execute in the nape of and under the seal of the municipality such contract with the 1- ailread Company as to him may seem best. -- Mr. Espy made a motion that the above described resolution be adopted wich was seconded by ids Horovitz,and the motion passed unanamously. The Mayor informed Council that he had requested ITr Izlar to appear - before the meeting so that he could go. into the matter of the bad condition of the water it the wells maintained by Mr Izlar,the Mayor said that the State Chemist had been issueing negative reports on the samples of•water sent from the wells of Mr Izlar since last Becember,the had a high degree of pollution and was unfit for drinking purposes,several letters had been sent Mr Izlar calling his attention to the matter and as late as ApriI 23rd another sample of water was sent in for analysis and with the resultant report of a very bad condition of the wate4.,On April 28th Mr Rossiter took samples of the water and had same analyzed and the bad condition still existed -- Er Izlar said did not know that water was in such bad condition,that he had gotten some watemx purifying chemicals from Iir L.A.East and had placed same in his water to.wers,Mr Rossiter said that the samples in the tanks were analyzed and that they showed that the water there was allright that evidently the troJ.ble was in the wells, The Mayor as4ed Yr Izlar what guarantee he would give that the T:ater in the wells would not be used until the trnuble was reriedied,Mr Izl<:_r said that Ee would make arrangements to hate the water supply of the Tybrisa Co apany connected to his mains and that would insure getting pure water for his consumers , ITr Farr said that_he wor414 wanted I?r Izlar to feel that Council was trying to help him and was willing to do everything possible to help him get rid of the situation that is now existing,The Mayor said that he would be glad to write a letter to the Tybrisa Company requesting l!� `them to ertnit,i� 114 p possible,IJir Iz1ar to use some of their water supply until he could get his condition relieved,the opinion. of Council was ei that it did not want to take drastic actions against Mr Izlar but that with a condition existing as serious as polluted drinking water it R'# could not very well pemm.it this bad condition to continue. �.a The :Mayor appointed a special Committee on Assessments to investigate aril consider the assessments on the Hotel Tybee and. Tybee Beach prop- erties,which consisted of Messrs .r,Chairman,Espy,Horotitz. There being no further business Council adjourned subject to the call of the Mayor. Mr. aharpley spoke and the following is his remarks; My being here to -day is due to a .'setter written by our Honorable Layor, iL which • he requested data regarding the cost in having the railroad forces extend the fence which they recently constructed along the beach to protect the tracks frmm being underrnined,also a. later confer- ence at which it was suggested that stets should be taken to pre- vent the further lowering of the beach,otherwise the fence would be a waste of money. The fence constructed by the Central of Georgia Railway is 500 feet in length,It was not constructed with a view to correcting the trouble,the beach during the last storm was cut back to within 8 feet of the track,and no doubt,the next high • water which occurred on May 19th,would have undermined the tracks,. but fortunately the fence and brush protection had been put inand effectively prevented further cutting of the bank along the Railway trac liow long the fence and brush protection will remain intact is problematical, The beach will continue to lower on high tires and eventually the fence will be undermined. For instance;during the high tide on Hay 19th, the beach in fronjz of the fence lowered 8 inches. You will,therefore,observe it is dependent on the number of storms and high tides as to how long this protection will be effedtive. There are five houses in the vicinity of this • beach erosion in immediate danger of being undermined and it may be advisable to extend the fence'and brush protection in an endeavor to protect them while certain jett work is being constructed for the purpose of preventi,.g the further lowering of the beach. The jetty work proposed, as shown on the plan in red,consists of four jetties in the nature of a timber fence, the planking being jettied down vertically and one row overlapping
