MINUTES OF THE MEETING OF THE COMMON COUNCIL OF THE CITY OF
RICHMOND, INDIANA, SERVING AS A COMMITTEE IN CHARGE OF THE
OPERATION OF THE MUNICIPAL ELECTRIC LIGHTING AND POWER PLANT,
MONDAY, MARCH 19, 1951.
The Common Council of the City of Richmond, Indiana, serving as a committee in
charge of the operation of the Municipal Electric Lighting and Power Plant, met in
regular session in the office of the Board of Public Works and Safety in the City
Hall in said City, Monday, March 19, 1951, at the hour of S:30 o"clock P.M. Cozen
oilman Harris presiding with the following members being present: Messrs. Baldwin,
Chambers, Eastman, Law, Marino, Myers, Tracy and Youngflesh. The following business
was had, to-wit:
On motion duly made, seconded and unanimously carried, the minutes of the previous
meeting were dispensed with.
A petition presented by Mr. James Phelps, 425 South lbth Street to the Board of
Works was presented to this committee for their recommendation. The petition re-
quested the installation of a street light at the dead-end. of South 17th and Reeves-
ton Road. By unanimous consent of this Body the chairman was authorized to appoint
a committee to report on this request. Thechairman appointed Councilman Young-
flesh. Councilman Youngflesh reported that he was familiar with the location and
recommended that a light be installed that would serve this area. Councilman
Youngflesh moved that there be a light installed as requested, seconded by Council-
man Tracy and'on voice vote was carried. The petition was referred to the Board
of Works.
Mr. Beck reported that in his opinion the street lights that were placed on West
Main Street for experimental purposes were the correct type of street lighting to
be placed on the new bridge project. Quotations were received from the Westing-
house and General Electric Companies as follows:
General Electric $44.00 per luminaire plus $10.20 for Mercury Lamp
Westinghouse . 42.35 " " " 10.20 "
Mr. Beck recommended that the total of 40 street lights be purchased from Westing-
house as quoted and an additional street light costing approximately $54.00 be pur-
chased to be placed under the viaduct of the west side of the new bridge. This
extra lamp is of the heavier duty type and will be protected well from being broken
by vandalism. Councilman Marino moved that this Body accept the recommendation of
Mr. Beck and that he be authorized to purchase the lights from Westinghouse, second-
ed by Councilman Eastman and on voice vote was unanimously carried.
Councilman Marino charged that the recent action of Mr. Beck firing Delvin Powell,
an employee, for filing for nomination of a public office, was depriving Mr. Powell
of his "civil rights". Mr. Beck explained that there was an "unwritten rule" of
the Plant that no employee could seek a political, office and keep, his job. at the
Plant. Mr. Beck brought out that it was agreed when he was appointed as General
Manager of the Plant that he would be free to run the personnel of the Plant without
undue interference from Council. No action was taken by this Body to uphold Mr.
Becks action.
The committee allowed the claims in the amount of $55,933.89-. Of this amount the
following transfers were allowed: the sum of $20,933.89 from Cash Operating Fund
to Depreciation Reserve Fund Cash; the sum of $15,000.00 to Sinking Fund:the sum
of $203.94 from Depreciation Reserve Fund Cash to Cash Operating Fund.
There being no further business presented, on motion duly made, seconded and
carried, the meeting adjourned.
