PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA,
SERVING AS A COMMITTEE IN CHARGE OF THE OPERATION OF THE
MUNICIPAL ELECTRIC LIGHTING AND POWER PLANT, MONDAY, AUGUST
7. 1950.
The Common Council of the City of Richmond, Indiana, serving as a
committee in charge of the operation of the Municipal Electric Light-
ing and Power Plant, met in regular session in the office of the Board
of Public Works and Safety in the City Hall in said City, Monday,
August 7, 1950, at the hour of 7: 30 P.M. (CST) . Councilman Harris pre-
siding with the following members being present: Messrs. Baldwin,
Chambers, Eastman, Law, Marino, Myers and 'Tracy. The following proceed-
ings were had, to-wit: S
On motion duly made, seconded and carried, the minutes of the previous
meeting were dispensed with.
Mr. Beck reported that the 301° cast iron piping for circulating water
line had been completed and was working very satisfactorily. The cost
for this installation was 87,010. 43.
On motion made by Mr. Eastman, seconded by Mr. Marino and unanimously
carried, the General Manager was authorized to retain the services of
Sargent & Lundy, Engineers, as. needed by the General Manager, at the
price outlined -in their Proposal No. 2051 dated August L , 1950.
Mr. Beck presented an estimate submitted by the Crabtree-Maule Company
for a Car Shaker to be used on the coal dock at the plant to shake cars
of coal in wet, cold and extreme weather. The cost of this shaker was
estimated by Crabtree-Maule Co, to be approximately 825, 000, 00 installed,
On motion made by Mr. Eastman, seconded by Mr. Myers and unanimously
carried, the General Manager was authorized to receive bids for this Car
Shaker for presentation to this Body for their consideration.
Mr. Beck presented several bids received from various companies for
One (1) 3000 KVA Transformer and One (1) 3750 KVA Transformer. Mr.
Beck recommended that the low bid submitted by Westinghouse be addept-
ed, Mr. Marino moved that the General Manager be authorized to pur-
chase the 3000 KVA and 3750 KVA Transformers from Westinghouse for the
total price of 820, 475 , 00. This motion was seconded by Mr. Tracy and
on voice vote the motion was carried unanimously.
Mr. Beck presented bids from four companies for the 13.8 KV structure
for the Switch Yard at the Plant. The bid of the General Electric
Company for steel framework and fourteen oil circuit breakers at the
total price of 8125,500,00 was the lowest bid submitted, Mr. Tracy
moved,, seconded by Mr. Baldwin and unanimously carried that the Gen-
eral Manager be authorized to purchase the General Electric equipment
at the total cost of 8125, 500.00.
In view of rising prices and scarcity of materials needed for the re-
habilitation program of the present plant, the committee authorized Mr.
Beck to make contracts for the purchase of needed materials; contract
to be later submitted to the committee for final approval. Mr. Beck
was instructed to inform each company that in event the committee did
not approve such contracts they would be subject to cancellation.
The committee allowed the claims in the amount of2, 150. 62.

There being no further business presented, on motion made, seconded
and carried, the meeting adjourned.
