CHARGE OF THE OPERATION OP THE MUNICIPRAL ELECTRIC LIGHT-
AND POWER PLANT OF THE CITY OF RICHMOND, INDIANA, MONDAY,
FEBRUARYb 21, 1949.
The Common Council of the City of Richmond, Indiana, serving as a com-
mittee in charge of the operation of the Municipal Electric Lighting
and Power Plant met in regular session in the Office of the Board of
Public Works and Safety in the City Building in said City, Monday Feb-.
ruary 21, 1949 at K:30 P.M. o'clock. Councilman Chambers presiding with
the following members being present: Messrs. Baldwin, Harris, Law, Marino,
Myers, Russell and Tracy. The following business was had, to-wit:
The minutes of the previous meeting were dispensed with.
Mr. Beck reported that he was trying to build the reserve coal pile up
with storage coal to a 60 day reserve pile.
Councilman Harris moved that the M.F.L.& P.P._ donate to the Reid Memor-
ial Hospital the sum of $4,000.00 wotth of current and that there be no
discount given for transformer losses. This motion was seconded by Coun-
cilman Tracy and was unanimously carried and so ordered.
Mr. Beck recommended that he be given authority to contract for the in-
stallation of the Circulating Water Pipe that was previuosly purchased
and not installed. The approx. cost of installing will be $2,750.00, a
figure quoted by the Oberle-Jorde Co. Councilman Law moved that Mr.
Beck's recommendation be approved by the committee, seconded by Council-
man Harris and carried unanimously and so ordered.
Mr. Beck presented bids received for the purchase of a 300 H.P. Motor
Starter for Boiler Feed Pump. The bids were received from the General
Electric Co. and Westinghouse Company. The bids received on an oil break
type were the same figures, that of $2,335.52. The General Electric Co.
promised delivery in 26 0r 2S weeks and the delivery date of Westinghouse
was 4 months. By unanimous vote the Westinghouse bid was accepted.
Mr. Beck recommended that he be given authority to go into contract with
the Richmond. Radio.TelephOne Co. to replace the temporary'unit in Mr.
Frank Campbells car with a new unit at the cost of $640.00. Councilman
Law moved that the recommedation of Mr. Beck's be accepted, seconded by
Councilman Myers and carried unanimously by the committee and so ordered.
By unanimous consent it was approved that the City Attorney, Clifford M.
Haworth investigate the law in regards to the M.E.L.& P.P. investing a
given amount of money from the Consumers Depostitory Fund.
Councilman Harris also brought to the attention of the committee of the
motion made and approved September 20th,l948, of the City Attorney in-
vestigating the list of Barrett Bonds that the ME.M.& P.P. has on the
books in the City Contrdller's office. If said bonds are of no value
they should be depleted from the Reserve Fund.
Mr. Beck recommended that the members of Council meet with him in his
office at some given date in the near future to discuss the proposals
of the engineering survey of the plant. It was unanimously approved to
have this meeting of all members, Mon. Feb. 28 at 7:30 P.M. in Mr. Becks
office.
Mr. Beck reported that #1 Boiler was completely dismanteled;#2 Turbine was
now bask in service; 'l Turbine was down to replace the low-pressure seal.
The date of inspection of #1 Turbine had been postponed by the G.E. Co.
The cliams in the amount of $ 47,279.42 were allowed.
There being no further business to be brought to the attention of the co-
mfittee, Council-man Baldwin moved to adjourn, seconded by Councilman Law
and carried unanimously.
