COUNCIL, -SERVING AS A CO ;$'TT IN -CHARGE OF THE OPERATION OF-THE MUNICIPAL ELECTRIC LIGHTING AND POWER PLANT OP.THE CITY OF RICHMOND, INDIANA, MONDAY, FEBRUARY 1, 191.9. • , The Common Council •f the City of Richmond, Indiana, serving as a committee in charge of the operation of the Municipal Electric Lighting and Power Plant, met in regular- session in the office of the Board of Public Works and Safety in said City, Monday, February 7, 1949 at S:30 o°clock P.M. Councilman Chambers presiding with the following members being present: Messrs, Baldwin, Eastman, Harris, Law,' Marino, Myers, Russell and Tracy. The following proceedings were had, to-wit: . IIIThe minutes of the previous meeting were dispensed with. The following men appeared before the committee for dicussion on the future in- surance of the Office and Plant buildings of the Municipal Electric Lighting and Power Plant; Mr. Don Bell, Mr. L. King, Mr. B. Young, all of the Richmond ' Fire and Casualty Insurance Assn., and Mr. -Sexton, an Engineer of Indianapolis, Indiana. It was recommended by this group that -the .Office and Plant buildings of the M.E.L. & P.P. be reappraised for value. The inflation prices of today are such that it would be very hard to estimate what the worth of the struct- ures of the Office and Plant would be in case of a serious loss. 1--1 Councilman Harris moved that the Chairman, F. Chambers, appoint a sub-committee rn. to investigate this problem and also contact various companies that are nation- ally known -for appraisals for the cost of the type of appraisal needed for the wet Office and Plant buildings of the M.E.L. & P.P. This motion was seconded by Councilman Tracy and carried unanimously by the committee and so ordered. Chairman Chambers appointed Councilmen Harris and Law to assist Mr. Beck in this investigation and their recommendations to be received at a later date. Mr. Beek gave a report of 11,763,000 K.=W.Hs. generated and an peak of 26,700 K.W. for the month of January 1949. IIIr Mr. Beck reported that the new rate increases had been showing a very nice rem turn considering the industrial slow-down for the past few months. On recommendation of -Mr. Beck, Councilman Harris moved that Mr. Beck be given authority from the committee to employ the services of Mr. Robert Sullivan as an Electrical Engineer in charge of the Transmission and Distribution of the Plant, a position formerly held by Mr. Beck. Councilman Tracy seconded this motion and was carried unanimously by 'the committee and so ordered. By unanimous consent of the committee the Resolution by the committee should be changed as follows s Resolution adopted January 3, 194+9• RESOLVED , that the Utility in case of the installation of an electric range or water heater, shall contribute to the customer the cost of installation or the sum of Ten ($10.00) Dollars, whichever is the lesser amount for the roe- stallation of either a range or a water heater; or the cost of installation or Twenty ($20.00) Dollars whichever amount is the lesser in case a range and water heater are installed in the same -project, the same to be effective as of this date and shall be subject to the Approval of the Indiana State Public Commission, and this resolution shall apply to the installation of any range or heater, whether they are new or used, but shall not applyto the moving thereof from place to place in the same dwelling house or aartment. III The above Resolution was changed due to some installations not coming to the amount of Ten ($10.00) Dollars or Twenty ($20.00) Dollars. City Attorney, C.M.-Haworth, reported to the committee that the Board of Works will submit all petitions for Street Lights to the Light Plant Committee for their approval for installation and then when said petitions are reported back to the Board of Works as favorable, the Board will order the same installed.
