HomeMy Public PortalAbout01-17-1949 15 MEETING OF THE COMMON COUNCIL, SERVING AS A COMMITTEE IN CHARGE OF THE OPERATION OF THE MUNICIPAL ELECTRIC LIGHTING AND POWER PLANT OF THE CITY OF RIUHMOND, INDIANA, MONDAY JANNNUARY 17, 1949. The Common Council of the City of Richmond, Indiana, serving as a committee in charge of the operation of the Municipal Electric Lighting and Power Plant, met in regular session in the office of The Board of Public Works and Safety,in said City, Monday, January 17, 1949 at 8:30 P.M. Councilman Chambers presiding with the following members being present: Messrs. Baldwin, Eastman, Harris, Law, Marino Meyers, Russell and Tracy. The following proceedings were had, to-wit: The minutes of the previous meeting were dispensed with. • Mr. Beck commented on the Condensed Balance Sheet and Financial Statement of the Light Plant for the month of December, 1949. He pointed out the gain- in revenue that the new raise in the rates had made since being in effect. Mr. Beck reported that 10 major Consulting Engineers of the United States had been sent a letter asking for proposals for a survey to be made of the Light Plant operations. To date only a few had responded and no action was taken. Mr. Beck told Council that he had been investigating the contract between the plant and the Indiana--Michigan Electric Company for emergency power. It was his opinion that this contract needs revision and that the present cl3arges are too high. The installation of new equipment at the plant justifies a reduction in this charge. Mr. Beck recommended that he be given authority to negotiate with this company and see what kind of a new contract can be secured for the good of the plant. The committee unanimously approved the recommendation of Mr. Beck and he can appoint anyone from the committee to assist him. A report was given on the progress of the inspection of #2 Turbine. This unit will be delayed somewhat because of various parts are needed to be replaced that were not anticipated., The General Electric Company cannot schedule the inspection of 41 Turbine tntil a date in March, 1949. This unit is now operating on river water to the low-preesure seal. Mr. Beck gave a report on the operation of #1 Boiler for the 19 years that it has been in srrvice. The condition of the stoker in this unit is now to a point where it is very unsatisfactory to use only in the case of emergency. The plant now has on hands all -the equipment necesssary to revamp this unit and it is the opionion of Mr. Beck, that work of revamping this unit be started immediately. The following Estimayes for revamping of #1' Boiler were presented for consider- ation of the committee: ESTIMATE FOR REVAMPING NO.1 BOILER PROPOSAL To furnish necessary union labor, equipment, rigging and tools to revamp No.1 Boiler as outlined in Babcock & Wilcox Company's drawings. ANALYSIS OF ESTIMATES PART I A. DISMANTEL & REMOTE - Stoker and chutes, preheater ducts, two side water walls and bridge wall. B. ERECT & INSTALL Economizer and casing, stoker, breeching, Forced Draft Fan, necessary blind nipples in steam and mud drums, upper side and front walls, lower side walls, supply tubes, front boiler tubes, slag screen babes, new boiler supports, drill and ream necessary holes in drums and headers. Inc. to revamp #1 Boiler. This motion was sec- onded by Councilman Law and the vote was unanimously in favor of the motion and so ordered. . Councilman Russell moved that Mr. A.E. Beck be appointed Manager of the M.E.L. & P.P. as of this 17th day of January, 1949. Councilman Law seconded this motion and the vote was a majority in favor of the appointment of Mr. Beck as Manager of the M.E.L. & P.P. as of Januray 17, 1949. Councilman Harris moved that the salary of the manger of the M.E.L.& P.P. be $8,500.00 and this to be retroactive as of January 1, 1949. Councilman Law seconded this motion and the vote was unanimously in favor of the motion and so ordered. The claims in the amount of$ 414,984.31 were allowed. Of the above amount,the sum of $300,000.00 was dividends to the Civil City for the year 1949, and the sum of $20,532.73 was Depreciation charge.
