RICHMOND,INDIANA,MONDAY,DECEMBER 20,1948. The Common Council of the City of Richmond,Indiana, serving as a committee in charge of the operation of the Municipal Electric Lighting;and Power Plant of said City, met i regular session in the Council Chambers of said. City,Monday December 20,1948 at .8:30 P.M. Councilman Tracy presiding :with the following metibers being present: Messrs. Baldwin,Clumbers•,-Eastman,Harris,Law,Marino,Myers, Russell. The following proceeedings were had,to-wit; The minutes of the previous meeting were dispensed with. Mr. Beck reported -that a letter was received from the General •°'lectric stating that it would be an early date in January,l949 before a definite date could, be set by said company to send a Turbine Supervisor into the plant to inspect #1 and #2 Turbines. Councilman Harris explained to the committee that in his judgement after a thorough study of a previous ration and approved by the committee on the 4+th day of October,1948 of changing the Depreciation rate of the plant from 31- • percent to 5 percent; that this policy is more deterimental to the future of the plant, than good. Councilman Harris then moved that the motion that was approved on the .4th day of October,191+8 be recinded and that the plant Depreciation rate continue on the 32 percent rate. This motion was seconded. by Councilman Eastman and the following vote was recorded;Ayes,Nine,Noes,'None. The vote being in favor of the motion and was so ordered. • A letter was. presented and read from the Retail Merchants of Richmond Assn. thanking the committee for the fine co-operation rendered on the Xmas lights and lighting for this year. Chairman Tracy advised the Sub-committee to make a thorough study of the subsidy plan for a definite policy to present at the next regular meeting in the form of a motion for a final vote. .The committee allowed claims in the amount of $ 88,990.36. Of this amount a transfer of $ 10,504.46 was from the Depreciation Reserve Fund. Cash. The 1949 light plant budget was not considered at this meeting due to the.
