HomeMy Public PortalAbout2014.208 (11-18-14)RESOLUTION NO. 2014.208 A JOINT RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AND LYNWOOD HOUSING AUTHORITY APPROVING SUPPLEMENTAL FUNDING FOR CURRENT AGREEMENT WITH MDG ASSOCIATES, INC. ENDING NOVEMBER 30, 2014 TO COVER COST UNPAID AND ANTICIPATED COST FOR HOUSING, AND GRANT MONITORING /REPORTING SERVICES THROUGH NOVEMBER 30, 2014 IN AN AMOUNT NOT TO EXCEED $50,000 WHEREAS, the City - of Lynwood and the Lynwood Housing Authority (collectively, the "Authority ") identified various current and future projects that require housing rehabilitation program, affordable housing administration and non - housing grant related support services; and WHEREAS, On December 3, 2013 by Resolution 2013.153, Council approved the engagement of MDG Associates (MDG) for housing and grant monitoring/ reporting support services; and WHEREAS, On December 1, 2014, MDG's contract will expire, and certain services including housing, grant monitoring /reporting will continue to be needed; and WHEREAS, during the term of the agreement, unforeseen circumstances which called for MDG to provide needed services caused costs to exceed the agreed upon contract funding limit; and WHEREAS, to cover the cost for MDG's assistance and to ensure.funds will be available through the end of November 30, 2014, the Authority has determined to authorize a budget increase for these services not to exceed $50,000; and WHEREAS, the eligible services performed by MDG will be funded by HOME, CDBG, LHA and administration funds from certain grants for the reporting. and monitoring services. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY.OF LYNWOOD DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: Section 1. That the Lynwood Housing Authority authorizes the use of the budgeted LHA FY 2015 expenditure funds to cover unpaid and anticipated costs for housing rehabilitation program, affordable housing, and grant monitoring /reporting professional services for a period ending November 30, 2014, in a not to exceed amount of $50,000. Section 2. That the Lynwood City Council authorizes the use of eligible HOME, CDBG Rehabilitation Program and grant administration (TOD Planning Grant, EAR Fund, and Prop 84 Park Grant) funds which will not exceed funding needed or applicable for housing rehabilitation program, affordable housing, and grant monitoring /reporting professional services to cover unpaid and anticipated cost for services in an amount of $50,000 or less as determined by staff for a period ending November 30, 2014. Section 3. The LHA Board and City Council authorize the Chairperson /Mayor, Executive Director /City Manager or appointed designee to execute any necessary documents to implement said directives to cover unpaid and anticipated cost for services provided by MDG for a period ending November 30, 2014 in a not to exceed amount of $50,000. Section 4. This Resolution shall take effect immediately upon approval by majority vote of the members of the LHA Board and City Council. PASSED, APPROVED and ADOPTED this 18th day of November, 2014.
