The :Mayor appointed a special Committee on Assessments to investigate
aril consider the assessments on the Hotel Tybee and. Tybee Beach prop-
erties,which consisted of Messrs .r,Chairman,Espy,Horotitz.
There being no further business Council adjourned subject to the call
of the Mayor.

Mr. aharpley spoke and the following is his remarks;
My being here
to -day is due to a .'setter written by our Honorable Layor, iL which
• he requested data regarding the cost in having the railroad forces
extend the fence which they recently constructed along the beach
to protect the tracks frmm being underrnined,also a. later confer-
ence at which it was suggested that stets should be taken to pre-
vent the further lowering of the beach,otherwise the fence would
be a waste of money.
The fence constructed by the Central of Georgia
Railway is 500 feet in length,It was not constructed with a view
to correcting the trouble,the beach during the last storm was cut
back to within 8 feet of the track,and no doubt,the next high •
water which occurred on May 19th,would have undermined the tracks,.
but fortunately the fence and brush protection had been put inand
effectively prevented further cutting of the bank along the Railway
trac liow long the fence and brush protection will remain intact
is problematical, The beach will continue to lower on high tires
and eventually the fence will be undermined. For instance;during
the high tide on Hay 19th, the beach in fronjz of the fence lowered
8 inches. You will,therefore,observe it is dependent on the number
of storms and high tides as to how long this protection will be
effedtive.
There are five houses in the vicinity of this
• beach erosion in immediate danger of being undermined and it may be
advisable to extend the fence'and brush protection in an endeavor
to protect them while certain jett work is being constructed for
the purpose of preventi,.g the further lowering of the beach.
The jetty work proposed, as shown on the plan
in red,consists of four jetties in the nature of a timber fence,
the planking being jettied down vertically and one row overlapping

so as to make a water tight core,the planking being further rein-
forced with whaling strips on each side and all- tied in between
two rows of piling.
The authorities further recommend that stone be
placed on each side of this w..:oden jetty,th:ts making a jetty ten
or twelve feet wide on top,the stone on each side to have a 1 to 1
slope.
Unfortunatl' there is no stone nearby, and it
would take such construction rather costly and it is,t]4erefore,
thought in place of the stone,brush ray be used to good advantage as
itccan be placed with convict labor with practtcully no cost to
the Town of Tybee. This brush it is intended to make 5 feet wide
on each side of the wooden jetty,or core. The brush to, be securely
fastened between small piling and' fattened down.
The jetties proposed are being placed in the streets
Tilton Ayenue,First Street,Second Street,and Third Street. These
jettieswill be further apart than recommended practice but will
serve as. the heavy duty jetties in building UT) the beach and small-
er pile and brust jetties may be placed wibh convict labor later
on at intervals between as may be necessary.
The estimatecdcosts are as follows;

The figure of 4 5.35 per lineal foot is based
on using convict labor with engineer and Railroad Foreman
in charge of the work.
b-hould it be desired that the Railroad forces furnish
the labor instead of using the convict labor,it is estimated the
jetties will cost . ; 8.40 per lineal foot.
Based on using the railroad labor clad as additional
information, we have estimated as follows;
Using creosoted wooden jetties,with
brush on both sides $ 12.92 per lineal foot
Using untreated wooden jetty,with
stone in place of the brush i 18.42 per lineal foot
Using creosoted wooden jetty,
with stone in place of the brush $ 22.92-per lineal foot
Mr Logan asked what the C.R.R.intended to put into thelcost of
constructing these jetties and Ids. Sharley said that he had not
the authority to say. Mr Walthour said th ascertain what the
C.R.R. intended tp put into the proposition,and suggested that a
committee be appointed to call on T, Ir.Pelly,Pres,ident of the Central
of Georgia and fing out what he was willing to do in the matter;
