Mr. aharpley spoke and the following is his remarks; My being here to -day is due to a .'setter written by our Honorable Layor, iL which • he requested data regarding the cost in having the railroad forces extend the fence which they recently constructed along the beach to protect the tracks frmm being underrnined,also a. later confer- ence at which it was suggested that stets should be taken to pre- vent the further lowering of the beach,otherwise the fence would be a waste of money. The fence constructed by the Central of Georgia Railway is 500 feet in length,It was not constructed with a view to correcting the trouble,the beach during the last storm was cut back to within 8 feet of the track,and no doubt,the next high • water which occurred on May 19th,would have undermined the tracks,. but fortunately the fence and brush protection had been put inand effectively prevented further cutting of the bank along the Railway trac liow long the fence and brush protection will remain intact is problematical, The beach will continue to lower on high tires and eventually the fence will be undermined. For instance;during the high tide on Hay 19th, the beach in fronjz of the fence lowered 8 inches. You will,therefore,observe it is dependent on the number of storms and high tides as to how long this protection will be effedtive. There are five houses in the vicinity of this • beach erosion in immediate danger of being undermined and it may be advisable to extend the fence'and brush protection in an endeavor to protect them while certain jett work is being constructed for the purpose of preventi,.g the further lowering of the beach. The jetty work proposed, as shown on the plan in red,consists of four jetties in the nature of a timber fence, the planking being jettied down vertically and one row overlapping 9.8 so as to make a water tight core,the planking being further rein- forced with whaling strips on each side and all- tied in between two rows of piling. The authorities further recommend that stone be placed on each side of this w..:oden jetty,th:ts making a jetty ten or twelve feet wide on top,the stone on each side to have a 1 to 1 slope. Unfortunatl' there is no stone nearby, and it would take such construction rather costly and it is,t]4erefore, thought in place of the stone,brush ray be used to good advantage as itccan be placed with convict labor with practtcully no cost to the Town of Tybee. This brush it is intended to make 5 feet wide on each side of the wooden jetty,or core. The brush to, be securely fastened between small piling and' fattened down. The jetties proposed are being placed in the streets Tilton Ayenue,First Street,Second Street,and Third Street. These jettieswill be further apart than recommended practice but will serve as. the heavy duty jetties in building UT) the beach and small- er pile and brust jetties may be placed wibh convict labor later on at intervals between as may be necessary. The estimatecdcosts are as follows; Fencings1300 lineal feet c $ 3.60 per lin.ft. 4,680.00 4 Jetties,1420 lineal feet Ca 5.35 4 I" " 7,597.00 12,277.00 The figure of 4 5.35 per lineal foot is based on using convict labor with engineer and Railroad Foreman in charge of the work. b-hould it be desired that the Railroad forces furnish the labor instead of using the convict labor,it is estimated the jetties will cost . ; 8.40 per lineal foot. Based on using the railroad labor clad as additional information, we have estimated as follows; Using creosoted wooden jetties,with brush on both sides $ 12.92 per lineal foot Using untreated wooden jetty,with stone in place of the brush i 18.42 per lineal foot Using creosoted wooden jetty, with stone in place of the brush $ 22.92-per lineal foot Mr Logan asked what the C.R.R.intended to put into thelcost of constructing these jetties and Ids. Sharley said that he had not the authority to say. Mr Walthour said th ascertain what the C.R.R. intended tp put into the proposition,and suggested that a committee be appointed to call on T, Ir.Pelly,Pres,ident of the Central of Georgia and fing out what he was willing to do in the matter; Lr Farr a,)poin.ted Mr. Cann,Chairrnan,and %essrs.Eepy and McIntyre a committee to call on Mr.Pelly. It being the sense of., th.. meeting that the Town of . Tybee should have a representative at the :erosion Conference to be held in New " York Gity very shortly ar .T althour made a motion t hat the following resolution appointing iir. RESOLVED by the Mayor and Councilmen of the Town. of (IPLTybee in regular meeting assembled,that _Tr.H.i+ .Sharpley,a resident of the City of Savannah,Chatham County,Georgia,be and he is hereby appointed a delegate from and representing the hayor and Councilmen of the Town of Tybee, a mmnicipal corporation of the State of ueorgia, to the conference or convention of the American Leach & Shore �reservation Association at its meeting to be next held in the City of New York and that the said H.F.Sharpley is hereby authorized and empowered to act for and represent the Mayor and Councilmen of the Town of Tybee as such delegate at said conference and convention. As there have been Quite a number of changes in the property lines on The island due to the developement of new sub- divisions,erosion along the beach and other changes it is necessary that that a new map of the Town be made and brought up to date,and 6n.mdtion of Yr. Walthour that the following resolution be passed,seconded by Lr. Logan,thernotion passed unananously; RESOLUTION. RESOLVED by the Nayor and Councilmen of the Town of Tybee,in regular meeting assembled,that Percy Sugden,C.E.,be and " he is hereby engaged for the purpose of drawing a map of Tybee island,delineating thereon the Town of Tybee,at a cost of p 75.00 and that such zum is hereby appropriated from the general funds of the Town of Tybee for the purpose of paying saidbbill and the Town Treasurer of the Town of Tybee is hereby authorized to draw voucher for said sum upon the Completion of said map,when approved by the Mayor. i t having brought to the attention of Council that recently several accidents have occurred due to the practice of persons riding on the running boards and fenders of automobiles,the practice is con- sidered dangerous and on motion of Mr. Waithour that the following Ordinance 4e adopted,seconded by TIr.Espy,the motion passed .unanamous- ly; " ORDINANCE. A 1 ORDINANCE to make it unlawful for any person,within the coporate or jurisdictional limits of the Town of'Tybee,to ride or be carried upon the running board or fenders or any other part of any automobile,truck or ocher motor vehicle not designed for the accomodation of persons to ride thereinto prolkide a penalty for violation of such Ordinance; and' for other purposes. BE IT ORDAMD by the Mayor and Councilmen of the Town of Tybee, in council assembled,that shall be unlawful fob any iapersom, within the cuplIbrate ,9i4tiirisdictiona 1 limits of the Town of Tybee,to ride or be carried upon the running board or fendrs or any part of any automobile,truck or other motor vehicle not d esighed for the accomodat.oni of persons to ride therein. BE IT FURTHER ORDAINED by the authority aforesaid that any person or persons,violating any of the provisions of this ordinance,shall upon conviction,in Police Court of the Town of Tybee,be fined in a sum not to exceed 100.00 and be imprisoned not.to exceed thirty days,either or both,or.any part of either or both, in the discretion of the Court. BE IT-LFURTHER ORDAINED by the authority aforesaid that all ordinances and parts of ordinances in conflict with this ordinance be and the same are hereby repealed,. A special meeting of Council was held to -day at 4:00 p.m. and was attended by the Mayor,who presided,and Councilmen `dalthour,Espy, Farr,Logan,Town Attorney McIntyre and Mr. H.F.Sharpley,Ass't Chief Engineer of The Central of Georgia Railway Co., The Mayor informed Council that his reason for calling a special session was because the condition existing at Lovell Station caused by the continued erosion of the beach,and particularly that caused by the tides just recently necfassitated that some must be done immed- ately to make an effort to stop the gradual washing array of the beach, the Sunday tides had eaten away a proximately 10 feet of it,he had taken the matter up with Mr Pelley of the C of Ga Ry and Mr Pelley has appointed Mr.Sharpley to represent the railroad with authority to negmtiate,ana also to discuss any plan that will tend to remedy the situation existing -- the Mayot that since last September approximately 60 feet of beach has washed away with the loss of thousands of dollars to the property owners,the Town has four streets in the affected area that must nrotected,the:,.asphalt paving on Butler avenue which is part of the 110,000.00 street system is only about 30 feet awa_- from the high water mark now,if something is not done Butler avenue will be cut in half within another year,he asked if the Town could make a special levy in an emergency of thes.kind -- Mr Cann'�Lsuggested calling a meeting of all property owners at Lovell Station and ask them to assist,Mr. `'althour suggested getting all people interested to attend. a special meeting and find out how much each one will give,— Mr. Logan suggested calling a meeting for next Tuesday at 6.p.M.at !irst street on the beach at Lovell Station scu that. those atteneing can see for themselves exactly the serious condition existing there. The Mayor then said that he would call a meeting of the property owners. for Tuesday next at 6:00 p.m.at First street on the beach at Lovell Station.
