COMMITTEE IN CHARGE OF THE OPERATION OF THE • MUNICIPAL ELECTRIC LIGHTING & POWER PLANT OF THE CITY OF R I CHMOND, I�TA:.NA. The Common Council of the City of Richmond, Indiana, serving as a Committee in charge of the operationof the Municipal. Electric Lighting & Paperer Plant of said. City , met in the office of the Mayor, Momday , December ,16th, 1946 at g: 30 o 'clock F. M. --- Messrs. Chambers, Ewbank, Harris, Roman., Kinder, Marino, Russell & Tracy being present the following proceedings were had to-wit; The reading of the minutes of the previous meeting was dispensed with. The matter of the usual XCma's Gift for Light Plant employes in the sum of $5.00 was discussed by Mr, Stevens with the Committee and Mr. Tracy moved that the usual gift of $5.00 be given to each of the Light Plant Employees, With a second by Kinder the motion was unanimously approved. Mr. Stevens called attention to the Committee that the thirteen weeks Radio Program would emire next week and he would recommend that the Radio Program be continued for another thirteen weeks on the cost base of a Twenty-Six Week program over the local station.. After .some discussion Mr. Tracy moved the recommendation of Mr. Stevens be complied with. With rei . a second by Kinder the motion was unanimously arrroved. Mr. _Stevens made a report on the coal situation since the last meeting , stating the plant went on the interconnection system December 6th as per authority given him December 2 meeting. He stated he had been able to nick up some free coal from mines that were not ponder Solid. Fuels .Administration for allocating their .coal.. When the strike was called off on December the 7 the plant was in good shape and was not anticipating going on Schedule Ile for some time. He stated when authentic news came throughlifting the Brown- out regulations at 5:00 P. M._ -C.S.T. he notified .the Retail Merchants Assoctn. who in turn contacted their member-ship so that they could get back to, normal operation at 5:00. He also contacted the Mayor and the Mayor ordered the midnight .street- lights turned back en at the normal time. Anticipating use of the interconnection for some of our current during the week of December 9th arrangements had been made for taking down one of the boilers for the stoker repairs and having a factory man check the seals on No. 2 turbin, It was therefore necessary to use some of the current off of the Interconnection during this week until the jobs were comnleted. Mr Stevens discussed it detail with the Committee the matter of rebuilding or replacing No. l stoker and stated he would like to make an installation to increase the capacity of the boiler as much as possible. He went on over the pronosition of rebuilding the present 1'Testinghouse Stoker but stated, however, that because of this stoker declining towards the rear it Was impossible to lengthen it very muchto increase its capacity because of fouling the clearance in the basement for removal of ashes. To get added carocity it is necessary to make • some tube changes and add a. number of tubes in the boiler. This , of course, would have to be done by Babcock & Wilcox Correany, the manufacturer of the boiler. . He stated that in as much as the boiler and stoker both entered in to the picture he preferred to make a uni t..resnonsi'hility on the job and presented a proposition from Babcock & Wilcox to furnish en entire new chain grate stoker and tubes for the boiler along with a. new economizer-all of it being engineered for the boiler to produce 100,0004 steam per hour. In rebuilding this boiler he had included an item of $15,000.00 for rebuilding the' setting if necessary. Thetotal cost including this setting being estimated at bg0,000.00a By unanimous consent Mr. Stevens was authorized to close a. contract with Babcock & •Wilcox for the necessary materials to do this job. Mr. Stevens discussed with the Committee the matter of finer. easing the wage. rate for Light Plant employees and :Mr. Stevens stated he thouelit was necessary to in- . crease the wage rate e.s of Je ua.ry 1st, 1947, after further discussion the meeting adjourned to be .reopened at 7:00 o'clock P. M. December. 23rd, 1946 at the Light Plant office. After allowing claims in the amount of $20,76g.61 on proper motion the meeting adjourned.
