J: ylor Jr., Mayor Sponsored by: City Manager RESOLUTION NO. 24-061 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA, RATIFYING A GRANT APPLICATION FOR THE URBAN AND COMMUNITY FORESTRY GRANT PROGRAM; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, the City of Opa-Locka's grant writing contractor has proposed that the City of Opa-Locka ("City") apply for a grant, with a maximum award of Seventy -Five Thousand Dollars ($75,000) under the Florida Urban and Community Forestry - Inflation Reduction Act Grant; and WHEREAS, if awarded, the grant would provide funding for the maintenance of trees, primarily in the downtown area and City parks; and WHEREAS, the City Manager recommends the City Commission ratify the City's submission of the grant application; and WHEREAS, the City may receive up to Seventy -Five Thousand Dollars ($75,000) to assist in the maintenance of City trees with no match requirement; and WHEREAS, the City Commission finds it in the best interest of the City and its residents to ratify the grant application, as described herein. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA: SECTION 1. The recitals to the preamble herein are incorporated by reference. SECTION 2. The City Commission of the City of Opa-Locka, Florida, hereby ratifies the submission of the grant application for The Urban and Community Forestry Grant Program, attached hereto as Exhibit "A". SECTION 3. This Resolution shall take effect upon the adoption and is subject to the approval of the Governor or Governor's Designee. Staff recommends the City Commission authorize submission of a grant application. Current Activity: The City's grant writing service has proposed that the City apply for a grant (maximum amount of $75,000) under the Florida Urban and Community Forestry - Inflation Reduction Act grant opportunity. This will provide funding for the maintenance of trees, primarily in the downtown area and the parks. financial Impact: The City may receive up to $75,000 to assist in the maintenance of trees within the City. Grant writing services will cost $2,500 and will be charged to the Non -Department, Professional Services account (19-519312) which has $495,609 available. There is no match requirement. Attachment: Agenda Submitted Grant Application MO RMPK FUNDING Public Funding • Governmental Advocacy • Economic Development Florida's Urban and Community Forestry -Inflation Reduction Act (UCFIRA) grant program The primary purpose of the Urban and Community Forestry -Inflation Reduction Act grant program is to promote better urban forest management and to provide resources necessary for the retention and expansion of community tree canopy throughout the State of Florida. Trees are a vital component of urban infrastructure, but trees must be properly managed to maximize the benefits they provide to the community. By properly managing their urban forest, communities can increase property values, tourism appeal, and the physical and mental health of residents, while reducing storm water runoff, energy consumption, and air and water pollution. Community forest management also helps to identify public safety hazards to residents and structures and is a useful tool in storm preparation. Local community leaders and the public should learn more about how their urban trees benefit their community, from an economic, social, and environmental standpoint. They also should learn about proper species selection, planting, and care for trees to minimize future maintenance problems and how to utilize green infrastructure to reduce storm water runoff. Application Deadline: April 18, 2024 Contribution Match: 0% Maximum Award: $75,000 FDACS, Florida Forest Service (FFS) is requesting proposals for grants to: 1. Conduct tree planting projects in neighborhoods identified as disadvantaged by the Climate and Economic Justice Screening Tool (CEJST) found at https://screeningtool.geoplatform.gov/. 2. Conduct maintenance operations for public trees in areas that are identified as disadvantaged by the Climate and Economic Justice Screening tool (including, but not limited to, pruning to reduce hazards, removal of hazardous trees, or improving site conditions to enhance tree longevity). 3. Eligible projects include those emphasizing urban wood utilization, urban food forests, workforce development and extreme heat mitigation
