IN CHARGE OF THE OP MION_.OF THE MUNICIPAL ELECTRIC LIGHTING & POWER PLANT • OP THE CITY OF RICHMO1 D, INDIANA. The Common Council of the City of Richmond, Indiana, serving as a Committee in chargeof the operation of the Municipal Electric Lighting- & Power Plant of said City met in the office of the Board of Works Monday, December 17th, 1945, at $:30 o'clock P. M. ---Messrs. Cartwright, Chambers, Ewbank, Homan, Kinder ,Marino & Tracy being present the following proceedings were had to-wit; The reading of the minutes of the previous meeting was dispensed with, Ill The Committee discussed with Mr. Stevens the matter of the transfer of funds from the proper account to the Civil City General Fund for the purpose of reducing the taxes of the -said City in the amount of $300,000. dollars. Mr. Tracy then moved that the sum of $300,000.00 dollars be transferred from the Reserve Fund Cash of the M. E. L. & P. P. to the General Fund of the same said Plant. With a second by Homan the motion was unanimously approved. Mr. Stevens discussed with the Committee as to how the said amount of $300,000.00 should be paid into the Civil City General Fund stating in his opinion if the payment was paid immediately after the first of - the year it would still be on an anticipated income basis and he recommen- ded that the payments be made in three amounts of $100,000.00 during the year on the call of the City Controller. Mr. Homan moved that the sum of $300,000.00 dollars be paid out of the M. E. L. & P. P. General Fund Cash to the Civil City of Richmond, General Fund immediately after the first of January ,1946. With a second by Tracy the motion was unanimously approved. The matter of the employees of the Light Plant receiving Christmas presents from the funds of the Light Plant was discussed by the Committee and Mr. Tracy stated he was not in favor of an appropriation for Christmas gifts for the employees of the Light Plant if it was not legal to give other employees of the City the same consideration. Mr. Cartwright stated he did not favor penalizing one group on the account of the other, Mr. Marino expressed the same opinion as Mr. Cartwright. Mr. Tracy moved that unless all the employees of the City receive a gift from the City of Richmond that the employees of the Light Plant be not considered eithere as . to the receipt of gifts. With a second by Homan the Clerk caled the roll on the adoption of the Motion and the vote was recorded as follows; For motion, Homan & Tracy . Againts motion Cartwright,Chambers, Ewbank, Kinder, & Marino the motion considered lost. -lr. Ewbank moved that the Light Plant Employees each receive the sum of $5.00 as of the previous year, for Christmas gifts. With a second by Marino the motion was approved. Mr. Stevens discussed the matter of salaries or proposed raise in salaries for the various employees of the Light Plant with the Committee, recommending the matter have immediate attention. Mr. Tracy moved the matter of the proposed reaise in salaries for the various employees. bf the'Light Plant be tabled for further consideration by the Committee.
