MEETING OF THE COMMON COUNCIL SERVING AS A
COMMITTEE -IN CHARGE OF THE OPERATION OF THE
MUNICIPAL ELECTRIC LIGHTING & POWER PLANT
OF THE CITY OF RICHMOND, INDIANA.
The Common eounvil of the City of Richmond, Indiana, serving as a
Committee in charge of the operation of the Municipal Electric Lighting
and Power Plant of the said City-met in the office of the Board of Works
Monday November 5th, 1945, at 8g30 o'clock P. M. --- Messrs. Brehm, Eubank,
Homan, Marino, Russell & Tracy being present the following proceedings
were had to-wit;
The minutes of the preceding meeting were read and approved.
Mr. Curt Rosier , representing the Retail Merchants Association was
present and requested the Committee to approve the donation of electric
current in the matter of the Xmas decoration along Main Street during the
Holidays and after some discussion Mr. Tracy moved that Electric Current
be donated for the use of Holiday decoration from P. M. until 9;00
P. M. o'clock except on Saturdays which shall be until 10:00 o'clock P. M.
the lighting to extend from 5th to 12th Streets on Main Street.
With a second by Marino the. motion was approved.
A letter was presented to the Committee from Mayor Britten calling attention
to the various locations in the City where street lighting had been petitioned
for and had been approved by the Board of Public Works and Safety.
Mr. Stevens stated material was not available as yet to take care of all
the requests especially cable for underground work and that it probably
would be two or three months before material was available for the overhead
installations,
Mr. Tracy suggested that the overhead work be done first, in the outlying
districts, and moved that this be approved , With a second by Russell the
motion was approved.
Mr. Russell stated that due to the fact that the citizens of Richmond
had donated funds to the extent of having a clock placed on top of St Andrews
Church on South 5th Street he would recommend to the Committee that free
electric current be donated to illuminate the face of the same at nights as
a service to the community in general. After some discussion on the matter
Mr. Russell moved that his recommendation be complied with With a second
by Marino the motion was approved.
Mr Stevens presented a report on Generation for the month of October,1945
showing production of 7,458,000 k. w. in comparison with 7,930,000 k, w. for
the same period in 1944 a decrease of 5.95 percent.

The peak load for the month of October was 16,000 k. w. in comparison
with 17,400 k. w. for the month of October , 1944 showing a decrease of
.8 percent,
Mr. Stevens reported the U. S. Labor Board had had approved the sum of
$1.30 cents per hr. for the carpenters workmng on construction at the plant

had that he had made the proper adjustment as of October 4, 1945 as agreed.
Mr Stevens stated the regular rate had been $1,20 per hour but in order to
get the men the plant had been paying $1.25 per hour therfor the adjustment
only involved an increase of .05 cents on the hear.
Mr. Stevens stated the contract with the Richmond Industrial Supply Co.
for the furnishing of lamps would expire December let, 1945 and it had been
the policy of approving the contractwith the same firm for a period of two
years and he would recommend that the contract be renewed with the said
Go, for a period of one year,, which was unanimously approved.
Mr. Stevens also recommended that the contract for furnishing the meters
be renewed with the General Electric Co. for a period of one year as the same
expired as of December lst, 1945. the same being unanimously approved.
Mr. Stevens discussed the matter of the wage question for employees at
the plant,stating he thought the matter should be discussed at a Special
meeting soon as unrest prevailed over the country on this matter and service
from the Light Plant affected all business and homes, and it was a general
agreement that a meeting would be held on the matter soon,
After allowing claims in the amount of $49 863.67 on proper motion
the Co ttee adjourned,
