UPPER CHARLES TRAIL COMMITTEE

MINUTES
Members present: Bob Snyder, Jane Moran, Eli Post, Ken Parker, Barry Rosenbloom
Alternate member present: Dave Rolinski
Members absent: Eric Sonnett, Jim Ciriello, Kelly Karp, John Coutinho
Trail warden present: Mike Boelsen
1. Update of Phase 8 & 9 proposals:
Jane reported that the various delays in town approvals of VHB proposals have been
caused by a formatting issue. The town expectations were not met by the presentation
styles. This issue is now settled and the proposals will soon be signed off.
Using the projector, Jane “walked” the committee through a town map to clarify the
intent of each Feasibility Study. A site walk with VHB is now set for Thursday April 26,
8:30AM, starting at Jane’s house. Jack Madden from VHB has declared that he can help
with cart path clarifications in the areas being examined.
Traffic counting measures will be a major determinant of the East Main Street crossings.
Traffic calming is an important HUCTC need, and can be integrated with Legacy Farms
traffic calming study.
2. Update regarding VHB and report from phone conference: During this call, the decision was
made to go forward and set up a Phase 11 Feasibility Study.
3. Discussion of a Phase 11 Feasibility Study (East Main Street crossing areas): Eli reviewed
the issues that pertain to the East Main Street crossing areas and moved that we endorse
Phase 11 to study the matter. Ken seconded the motion. Members voted unanimously to
support a Phase 11 Study.
4. Liaison reports:
Town Manager – Eric (in absentia) assures HUCTC that the Town Manager Norman
supports the Phase 8 and 9 Feasibility Studies.
Planning Board – Using the projector, Jane “walked” the committee the entire UCT trail
on the south side of Main Street from the town common to the Center Trail Head.
HTC – Ken reported that the Center Trail cleanup was well attended and went well.
Trails Forum – Barry noted that trail costs per mile need to be examined whenever they
are presented because there are so many underlying factors that figure in the cost of any
particular trail segment.
5. Map for Holliston representative: The committee discussed how we’d like the Hopkinton
portion of the 25 mile loop trail to be portrayed.
6. Trail stewards report: Going forward, Mike will be trained to use certain town equipment for
the purpose of trail maintenance. Further trail maintenance assistance will also be provided
by town personnel. This will save the town the funds that they are now using through Mike to
outsource this maintenance. John Coutinho and Norman Khumalo led the process that
resulted in this change.

8. Draft minutes of the 4/4/18 meeting: Approved unanimously.
