MEETING OF THE COMMON COUNCIL SERVING AS A
. COMMITTEE IN CHARGE OF THE OPERATION OF THE
MCJNICIPAL ELECTRIC LIGHTING AND_POWER PLANT
• OF THE CITY OF RICHMOND,INDIANA. . . _
The Common Council of the City of Richmond, Indiana, serving as a
Committee in charge of the operation of the Municipal Electric Lighting
& Power Plant of said City met in the office of the Board of.Works
Monday., July 16th, 194+5,- at 8:30 o'clock P. M. --- Messrs. Cartwright,
Ewbank, Hibberd, Homan,, Kinder, Marino, Russell & Tracy being present ,
the following proceedings true had to-wit;

III The minutes of- the preceding meeting were read and approved.
Mr. Stevens stated after careful investigation in regard to the corn- .
plaint from citizens living on the West Side of the City as to the loss
of trees and shrubs suppose& to be from the gas fumes from the consumption
of coal at the light Plant and he was of the opinion that the loss of the
same was not caused by fumes or gasses from the Light Plant, his opinion being
based on a survey which showed that trees were dying all over the City.
• On the recommendation of Mr. Stevens the Committee designated Monday ,
July 23rd as the date for the receiving of bids for equipment at the Light
Plant.

Mr. Stevens presented a report on anticipated improvements et the Light
. Plant also replacement of equipment over a period of years to ,nd''including
1950.
The Committee discussed the matter of the amount to be taken out of the
Light Plant Funds and appropriated to the Civil City for the purpose of re •
-
ducing taxes and after due consideration Mr'. Tracy moved that the amount of
$300,000.00 be' transferred from the General Fund Cash of the M. E. L. & P. P
. to the Civil City of Richmond General Fund for the purpose of reducing taxes
for 1946. With a second by Homan the..motion was approved by- a voice vote of
Seven to one , Mr. Hibberd voting no. -
After allowing claims .in the amount of $25,280.20 on proper motion the
Committee adjourned.
