COMMITTEE IN CHARGE OF THE .OPERATION OF THE
MUNICIPAL ELECTRIC LIGHTING & POWER PLAN'
OF THE CITY OF RICHMOND, INDIANA.
The Common Council of the City of Richmond, Indiana, serving as a
Committee in charge of the operation of the M!-i.nicinal Electric Lighting
and Power Plant of said City met in the Office at the Light Plait -Bldg.
Monday, llth, 1945, at 7:00 O'clock P. M. In a Special Session-- Messrs.
Cartwright, Ewbank, Homan, Marino & Kinder being present the following
proceedings were had to-wit;
The reading of the minutes of the previous meeting was dispensed.with.
Mr. Kinder stated the purpose of the Special meeting was to have the
annroval of the Common Council acting as a Committee operating the Light Plant
in thematter of depositing the United States Certificates in a safe place
therefore he would move that the following resolution be adopted. With a
second by Homan- thea:motion^Wa.srunanimously-aoproved8 as follows;
WHEREAS, the Common Council of the City of Richmond acting as a Board
of Directors for the Municipal Electric Lighting & Power Plant , the same
being Municipallly owned Light Plant of said City , did at their regular
meeting on June 4th, 194+5 vote unanimously to purchase United States 7/gth
percent Certificates of Indebtedness of the face value of $750,000 and
WHEREAS, certain officers should be designated to receipt for the same
and to authorize the redemptions of the same
NOW THEREFORE,
Be it resolved by the Common Council of the City of Richmond at Special
meetings that either Forrest'Lacy , Treasurer of Wayne County, Indiana, or
W. Ray Stevens , Manager of Municipal Light Plant be and the'&hereby are
authorized to call for,
receive from and receipt for and deliver of the aforesaid securities or to
sign such papers necessary for the r.edemrtion thereof

Be it further resolved by said Board of Directors that the said Forrest
Lacey be and is hereby authorized to accept in lieu of said securities a
Safe Keeping Receipt from the safe Keeping Department of the Federal Reserve
Bank so issuing said Securities and or receipt.
