IN THE WILLIAM F. KOCH, JR. COMMISSION CHAMBERS OF THE TOWN HALL, 100 SEA ROAD, GULF STREAM, FLORIDA. I. Call to Order Vice Mayor Stanley called the meeting to order at 5:01 P.M. II. Roll Call. Present and Participating: Thomas W. Stanley Vice Mayor Joan K. Orthwein Commissioner Donna S. White Commissioner Also Present & Gregory Dunham Town Manager Participating: Edward Nazzaro Asst. Town Attorney Edward Allen Police Chief Rita Taylor Town Clerk Absent w/Notice: Scott W. Morgan Mayor Paul A. Lyons, Jr. Commissioner III. Presentation of the Proposed Budget and Proposed Millage Rate for Fiscal Year 2021-2022 A. Explanation and discussion of Proposed Millage Rate as compared to the rolled back rate. Town Manager Dunham began by pointing out that the proposed millage rate is 3.6724, which is the 2022 rolled back rate, and the prior year (2021) millage rate was 3.7591. He called attention to other prior year millage rates as comparisons. He noted there had been a change in the amount of the total budget and asked CFO Tew to explain. CFO Tew explained the reason that the total budget changed from 11,104,053 to 7,251,311 was that construction for the CIP could not be accomplished in 2021-22, so that was taken out and will be moved to the 2022-23 fiscal budget year. Town Manager Dunham stated that at the request of Vice Mayor Stanley to enquire what other municipalities were doing regarding COLA increases, Deputy Clerk Basel had surveyed all the cities in Palm Beach County. Town Manager Dunham noted that the results of that survey were that Gulf Stream was exactly in the middle with ten cities being higher than Gulf Stream, twelve that were lower than Gulf Stream, eight cities who only gave merit increases that ranged from 1.50 to 6%, one city that did no COLA because they only have two part-time employees, two cities who were still in the process and one city who was still in contract negotiations. B. Comment from the Commission and the public Commissioner White had a question regarding the General Fund Revenues regarding the Federal Grant for a quarter of a million dollars to which CFO Tew answered that was ARPA funds and that the Town would be receiving the first distribution in December and the next distribution would be in late 2022. Town Manager Dunham noted that it had to be designated for the Town's infrastructure and they would be putting that money into the CIP project. Commissioner White questioned why the Town Commission Budget Public Hearing Held On 9-10-2021 @ 5:01 P.M. amount was so large on the General Fund Expenses - Finance and Administrative - Contingency - Miscellaneous to which CFO Tew explained that it was monies rolled over from non -construction years to help with natural disasters, unforeseen circumstances, etc. and would roll into the fund balance at the end of the year if not used. Commissioner White noted that legal expenses were still over half a million to which Assistant Town Attorney Nazzaro explained there was still one case that was contingent and if the money was not used it would go into CFO Tew's "rainy day fund". IV. Adoption of the General Fund Tentative Millage Rate for Fiscal Year 2021-2022. Commissioner Orthwein made a motion to adopt the General Fund Tentative Millage Rate of 3.6724 for Fiscal Year 2021-2022. The motion was seconded by Commissioner White with all voting AYE at roll call. V. Adoption of the Tentative Budget for Fiscal Year 2021-2022. A. General Fund Commissioner Orthwein made a motion to recommend approval of the General Fund Tentative budget of $5,926,859 for Fiscal Year 2021- 2022. The motion was seconded by Commissioner White with all voting AYE at roll call. B. Enterprise Fund (Water) Commissioner Orthwein made a motion to recommend approval of the Enterprise Fund (Water) tentative budget of $1,224,452 for Fiscal Year 2021-2022. The motion was seconded by Commissioner White with all voting AYE at roll call. C. Penny Sales Tax Fund Commissioner Orthwein made a motion to recommend approval of the Penny Sales Tax Fund tentative budget of $100,000 for Fiscal Year 2021-2022. The motion was seconded by Commissioner White with all voting AYE at roll call. VI. Public Hearing Date for Final Adoption of Millage Rate & Budget. Vice Mayor Stanley stated the public hearing date for final adoption of the millage rate and budget would be September 22, 2021, at 5:01 P.M. Commissioner Orthwein made a motion to approve the date of September 22, 2021, for the final adoption of the millage rate and budget meeting. The motion was seconded by Commissioner White with all voting AYE at roll call. VII. Resolutions. A. No. 21-4; A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM, PALM BEACH COUNTY, FLORIDA, ADOPTING THE TENTATIVE LEVYING OF AD VALOREM TAXES FOR THE TOWN OF GULF STREAM GENERAL FUND FOR FISCAL YEAR COMMENCING ON OCTOBER 1, 2021, AND ENDING ON SEPTEMBER 30, 2022; PROVIDING FOR AN EFFECTIVE DATE OF SEPTEMBER 10, 2021. 2 Town Commission Budget Public Hearing Held On 9-10-2021 @ 5:01 P.M. Commissioner Orthwein made a motion to approve Resolution 21-4. Commissioner White seconded the motion with all voting AYE at roll call. B. No. 21-5; A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM, PALM BEACH COUNTY, FLORIDA, ADOPTING THE GENERAL FUND TENTATIVE BUDGET FOR THE TOWN OF GULF STREAM FOR THE FISCAL YEAR COMMENCING ON OCTOBER 1, 2021, AND ENDING ON SEPTEMBER 30, 2022; PROVIDING FOR AN EFFECTIVE DATE OF SEPTEMBER 10, 2021. Commissioner Orthwein made a motion to approve Resolution 20-5. Commissioner White seconded the motion with all voting AYE at roll call. C. No. 21-6; A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM, PALM BEACH COUNTY, FLORIDA, ADOPTING THE WATER FUND TENTATIVE BUDGET FOR THE TOWN OF GULF STREAM FOR THE FISCAL YEAR COMMENCING ON OCTOBER 1, 2021, AND ENDING ON SEPTEMBER 30, 2022; PROVIDING FOR AN EFFECTIVE DATE OF SEPTEMBER 10, 2021. Commissioner Orthwein made a motion to approve Resolution 20-6. Commissioner White seconded the motion with all voting AYE at roll call. D. No. 21-7; A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM, PALM BEACH COUNTY FLORIDA, ADOPTING THE PENNY SALES TAX FUND TENTATIVE BUDGET FOR THE TOWN OF GULF STREAM FOR THE FISCAL YEAR COMMENCING ON OCTOBER 1, 2021, AND ENDING ON SEPTEMBER 30, 2022; PROVIDING FOR AN EFFECTIVE DATE OF SEPTEMER 10, 2021. Commissioner Orthwein made a motion to approve Resolution 20-7. Commissioner White seconded the motion with all voting AYE at roll call. VIII. Adjournment.
