HomeMy Public PortalAbout07-12-18 AgendaJULY 12, 2018 AGENDA MEETING The Agenda Meeting of the Mayor and Council of the Borough of Carteret preceding the Regular Meeting, Thursday, July 19, 2018 was held Thursday, July 12, 2018 at 6:00 p.m., Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. The following were noted present: ROLL CALL Mayor Daniel J. Reiman Council President Dennis DiMascio Councilmember Vincent Bellino It Jorge Diaz " Ajmar Johal Randy Krum " Susan Naples Also noted present were Kathleen M. Barney, Municipal Clerk & NOTED PRESENT Borough Attorney Robert J. Bergen, Esq., Law Director. The Municipal Clerk stated that the 2018 Annual Meeting Notice was STATEMENT OF MEETING mailed to The Home News Tribune, The Star Ledger and posted on the NOTICE bulletin board on December 28, 2017. Notice was published in The Home News Tribune and The Star Ledger on January 5, 2018. The meeting was opened with a minute of silent prayer and the Pledge SILENT PRAYER / PLEDGE OF ALLEGIANCE of Allegiance by The Carteret Soccer Team. 1 IULY 12, 2018 �ONT. MINUTES FOR APPROVAL Upon MMS &C by Councilmembers DiMascio and Krum and unanimous affirmative vote of the full Council present, the Minutes of June 21, 2018 were approved as transcribed and engrossed by the Clerk. PRESENTATION: Mayor Reiman and Councilmember Krum presented Jayden Hunter ZARTERET LITTLE LEAGUE with a Certificate and a prize check for $100.00 for the First Home Run �ARTERET REBELS SOCCER FEAM of the season. Mayor Reiman and Councilmember Johal presented the Carteret Rebels Soccer Team with Certificates for winning First Place in the 15U Division. The coaches thanked the Mayor and Council and spoke about the team. FIRST READING - ORDINANCE #18 -14 was Introduced and Adopted on First Reading and the Municipal Clerk Authorized and Directed to advertise same for Public Hearing to be held August 2, 2018. Upon MMS &C by Councilmembers Diaz and Johal. Upon Individual Roll Call Vote Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. DRDINANCE #18 - 14 `AMENDING AND ORDINANCE #18 -14 SUPPLEMENTING SECTION "AN ORDINANCE AMENDING AND SUPPLEMENTING SECTION §222 - §222 - 28, ENTITLED 28, ENTITLED SUSPENSION OF PARKING; SCHEDULE OF CLEANING, OF SUSPENSION OF PARKING; CHAPTER 222, "STREETS AND SIDEWALKS" OF CODE OF THE SCHEDULE OF CLEANING, DF CHAPTER 222" BOROUGH OF CARTERET" PUBLIC PORTION A copy of each Resolution was placed on the table for public review RESOLUTIONS / AGENDA prior to the meeting in accordance with the Rules of Council and ITEMS AND NEW BUSINESS Upon MMS &C by Councilmembers Bellino and Naples and unanimous affirmative vote of the full Council present, the meeting OPEN TO PUBLIC was opened for public input on all Resolutions / Agenda items and new Business. KEVIN URBAN Mr. Urban asked if the schedule for that street cleaning is the same as the garbage day. MAYOR REIMAN Mayor Reiman stated it should be on the garbage day. Mr. Urban inquired about several of the trees that were cut. KEVIN URBAN 2 JULY 12, 2018 CONT. Mayor Reiman said that a company was engaged by PSE &G to trim MAYOR REIMAN trees around service wires. Mr. Urban said that they created a dangerous condition by putting KEVIN URBAN stress on the trees the way they cut them. He also asked about the Noe Street grant Resolution. Mayor Reiman stated that the Noe Street project that is funded is the MAYOR REIMAN improvements for the infrastructure. We just got 2 % million dollars from the Federal Government. That was to put in the storm water lines, the pump station and the retention pond. This is an open space grant which will put a park around it. The walkway around it, the shade trees, benches, the split rail fence. It's a beautification project. Mr. Urban asked a question but it was inaudible. KEVIN URBAN Mayor Reiman explained that the Beautification is 1.5 million, the MAYOR REIMAN County is coming up with $750,000. As far as the park acquisition, the DEP came up with a million. As far as the infrastructure, we call it Noe Street but it the pump station, the retention pond and 2 miles of storm water pipes throughout 700 acres. All of those streets including Noe Street. The total is a little over 12 million. Out of the 12 million, 2.5 million from the Federal Government, 1 million from the State, $750,000.00 from the County and the rest is funded through NJEIT as a 1% loan. KEVIN URBAN Mr. Urban asked about flooding and flood insurance. Mayor Reiman stated that the only way you can alleviate flood MAYOR REIMAN insurance is by raising your home and making other berm improvements. This should help the residents but it shouldn't alleviate it depending on where their elevation is. The federal authorities are looking at updating those flood maps again. There being no further comments or objections to the Resolution / PUBLIC PORTION Agenda items or New Business, Upon MMS &C by Councilmembers CLOSED Krum and DiMascio and unanimous affirmative vote of the full Council present, the public portion of the meeting was closed. RESOLUTIONS: RESOLUTIONS 3 JULY 12, 2018 CONT. Mayor Reiman read the Resolutions into the record: 1. Professional Services — New Jersey Realty Advisory Group, LLC, Re: Tax Assessments. 2. Authorizing Execution of Agreement with Middlesex County for the Noe Street Park Recreational Grant Agreement. 3. Governing Body Certification of the Annual Audit. 4. Adopting Corrective Action Plan for the 2017 Municipal Audit. 5. Professional Services — T &M Associates, Re: Noe Street Park Improvements Project — Project Design and LSRP Services. 6. Opposing NJDOT's Decision to Deny the Proposal Ban on Commercial Motor Vehicle Traffic on Roosevelt Avenue. 7. Appointing Special Law Enforcement Officers. MAYOR REIMAN Mayor Reiman called attention to Resolution #6. The Department of Transportation denied our truck ban in west Carteret, west bound. We have posted it and asked them to reconsider it and we've sent a notice of appeal to them and to the county as well. COUNCILMEMBER DIAZ Councilmember Diaz asked if there is a particular reason for their denial. MAYOR REIMAN Mayor Reiman said they are concerned about forcing the truck traffic to make the left at the light and then half backing up the bridge. It was specifically designed to allow for truck traffic to make a left at the light. We will take them to court if need be. Upon MMS &C by Councilmembers Diaz and Bellino all bills appearing PAYMENT OF BILLS on the prepared list, properly audited and signed, were ordered to be paid. Upon Individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the Affirmative.
