AGENDA MEETING
An Agenda Meeting of the Mayor and Council of the Borough of
Carteret was called to order by Mayor Daniel J. Reiman at 6:00 p.m.,
Thursday, August 2, 2018, Council Chambers, Memorial Municipal
Building, 61 Cooke Avenue, Carteret, New Jersey.
Upon Individual Roll Call the following were noted present:

The meeting was opened with a moment of silent prayer and the
Pledge of Allegiance led by Councilmember Randy Krum.

The Clerk stated that the 2018 Annual Notice was mailed to The Home STATEMENT OF MEETING
News Tribune, The Star Ledger and posted on the Bulletin Board on NOTICE
December 28, 2017. Notice was published in The Home News Tribune
and The Star Ledger on January 5, 2018.
Upon MMS &C by Councilmembers Diaz and Bellino and unanimous
affirmative vote of the five Councilmembers present, the minutes of
July 19, 2018 were approved as transcribed and engrossed by the Clerk.

ORDINANCE #18 -14 The clerk stated that Ordinance #18 -14 was introduced and adopted
"AN ORDINANCE OF
AMENDING AND on First Reading on July 12, 2018. It was duly published in The Home
SUPPLEMENTING News Tribune on July 19, 2018 with notice that it will be considered for
SECTION §222 -28 ". final passage after Public Hearing to be held on August 2, 2018 at
approximately 6:00 p.m. The Ordinance was posted on the bulletin
board and copies were made available to the general public and
according to law, she read the Ordinance by title.
Upon MMS &C, by Councilmembers Diaz and Bellino and unanimous
affirmative vote of the five (5) Councilmembers present, Mayor
Reiman declared the Public Hearing to be open.
There being no comments or objections to the Ordinance, Mayor
Reiman declared the Public Hearing to be closed, upon MMS &C, by
Councilmembers Diaz and Bellino and unanimous affirmative vote of
the five (5) Councilmembers present.
Upon MMS &C, by Councilmembers Diaz and Naples

was finally adopted. Upon individual roll call vote Councilmembers
Bellino, Diaz, DiMascio, Johal and Naples voted in the affirmative.
Councilmember Krum was noted absent.

A copy of each Resolution was placed on the table for public review
prior to the meeting in accordance with the Rules of Council
upon MMS &C, by Councilmembers Diaz and Bellino and unanimous
affirmative vote of the five (5) Councilmembers present, the meeting
was opened for public input on all Resolutions / Agenda items and
new business.
There being no comments or objections to the Resolutions /Agenda
items or new business, upon MMS &C, by Councilmembers Diaz and
Johal and unanimous affirmative vote of the five (5) Councilmembers
present , the public portion of the meeting was closed.

ADOPTED Bellino, Diaz, Johal and Naples voted in the affirmative.
Councilmember DiMascio Abstained on Resolution # 18 -148 and
voted Affirmative on all other resolutions. Councilmember Krum was
noted absent.
PAYMENT OF BILLS Upon MMS &C by Councilmembers Diaz and Bellino, all bills appearing
on the prepared list, properly audited and signed, were ordered to be
paid. Upon Individual Roll Call Vote Councilmembers Bellino, Diaz,
DiMascio, Johal and Naples voted in the Affirmative. Councilmember
Krum was noted absent.
APPLICATIONS Mayor Reiman stated that New Applications were received for the
CVFD Carteret Volunteer Fire Department.

Upon MMS &C by Councilmembers Diaz & Bellino, the application was
approved and ordered to be received and placed on file. Upon
individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMascio,
Johal and Naples voted in the Affirmative. Councilmember Krum was
noted absent.

The Mayor READ the following Proclamation:
BOROUGH OF CARTERET
MIDDLESEX COUNTY, NEW JERSEY
PROCLAMATION
NATIONAL NIGHT OUT 2018
WHEREAS, the National Association of Town Watch (NATW) is
sponsoring a unique, nationwide crime, drug and violence program
on August 7, 2018 called "National Night Out "; and
WHEREAS, the "35 Annual National Night Out" provides a unique
opportunity for the Borough of Carteret to join forces with thousands
of other communities across the country in promoting cooperative,
police- community crime prevention efforts; and
WHEREAS, the Crime Prevention Unit plays a vital role in assisting the
Carteret Police Department through joint crime, drug, and violence
prevention efforts in the Borough of Carteret; and
WHEREAS, it is essential that all citizens of the Borough of Carteret be
aware of the importance of crime prevention programs and the
impact that their participation can have on reducing crime, drugs and
violence in the Borough of Carteret; and
WHEREAS, police- community partnerships, neighborhood safety,
awareness and co- operation are important themes of the "National
Night Out" program;
NOW, THEREFORE, WE, The Mayor and Council, do hereby call upon
the citizens of the Borough of Carteret to join the Carteret Police
Department's Crime Prevention Unit and the National Association of
Town Watch in supporting the "35 Annual National Night Out" on
August 7, 2018 as "National Night Out" in the Borough of Carteret.
FURTHER, LET IT BE RESOLVED THAT, WE, The Mayor and Council do
hereby Proclaim Tuesday, August 7, 2018 as "National Night Out" in
the Borough of Carteret.
