DuPont, P.E., Director of Engineering Borough of Carteret 61 Cooke Avenue Carteret, New Jersey 07008 Re: Nu -World Corporation Sewer Discharge Investigation and SIU Evaluation Dear Mr. DuPont: As requested, we are prepared to assist your office and Borough Officials with the ongoing investigation of the Nu -World Corporation wastewater discharge into the Borough sanitary sewer system which has led to wet well and pump clogging at the Sabo Street PS. Scope of Services It is understood the Borough has tracked a wastewater discharge from Nu -World to the Sabo Street PS and requires assistance in conducting the following tasks: 1. Issuance of a written notice to Nu -World advising of the prohibited discharge and directing the iminediate cessation of same into the Borough's sanitary sewer system. 2. Assist the Borough is developing and implementing a wastewater and residual sludge sampling and testing program to confirm the chemical makeup of the discharge. 3. Cleanup of the Sabo Street PS wet well and equipment. 4. Research and review Nu- World's MCUA Wastewater Discharge Permit and discharge parameters. 5. Conduct a facility inspection of the Nu -World manufacturing facility in the Borough to understand their cosmetics manufacturing operations and provide a letter report of findings to the Borough along with a recommendation regarding the need to establish Nu -World as an SIU. 6. Nu -World will be required to submit an industrial waste survey to the Borough and our office for review. 7. It is anticipated that Nu -World will be designated as an SIU and as such we will work with Nu -World and Borough Officials to identify a discharge sampling location and metering chamber as necessary. Nu -World will be required to hire its own professionals to design the new sampling structure and metering chamber as necessary. 8. We will also recommend a facility monthly sampling and testing program along with a listed of parameters to be monitored. Accordingly, we are requesting an initial authorization in the amount of $7,500. Should our requested services approach this estimated fee, we will notify the Borough and provide a report of our progress. If additional services are requested above the initial allotment, we will request a new authorization prior to providing additional services. Since it is expected the Borough will be reimbursed for our costs by Nu- World, we will track all our costs and provide the Borough with a full accounting of our efforts.
