HomeMy Public PortalAboutr 18-177Yvesolution of the 16orough of C ar exe#, N- J- No. 18 -177 Date of Adoption SepUn xr 6, 2018 ENDORSING FY 2018 NJDOT SAFE ROUTES TO SCHOOLS CATEGORY GRANT APPLICATION - HEREAS, the Mayor and Council of the Borough of Carteret, County of Middlesex, v cw Jersey are desirous of obtaining funding from the NJDOT Trust Fund Authority Act, ,Cal Year 2018 Municipal Aid Program for a "Safe Routes to Schools" project; and WHEREAS, the Governing Body has authorized the Borough Engineer to recommend a Safe Routes to Schools Project Grant Application for submittal for funding under the FY 2018 NJDOT Grant Program; and WHEREAS, the Borough Engineer has recommended and prepared a Safe Routes to Schools Project Application for the construction of pedestrian crosswalks, signage, traffic calming and handicapped accessible ramps along the pedestrian routes to Borough schools; and WHEREAS, the Governing Body has reviewed the above described Safe Routes to Schools Project Application and has approved of the same; and WHEREAS, the Borough of Carteret wishes to enter into a partnership with the schools .t,d police department to foster programs and improvements that encourage walking and biking to school; and WHEREAS, the Borough of Carteret intends to upgrade frequently traveled routes to its schools so as to make them safer. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey that the Borough of Carteret hereby endorses the submission of the above described FY 2018 NJDOT Safe Routes to Schools Category Grant Application to the New Jersey Department of Transportation and that the Mayor is hereby authorized to execute said application. BE IT FURTHER RESOLVED that a certified copy of this Resolution along with three signed copies of the application be forwarded to the Borough Engineer for submission to the District Local Aid Office within the New Jersey Transportation. Mayor Daniel Reiman Borough of Carteret 61 Cooke Avenue Carteret, New Jersey 07008 Re: 2018 Safe Routes to School Grant Application Dear Mayor Reiman: SEP - q 2018 August 10, 2018 As requested, T &M has prepared a scope of services proposal to prepare and submit the NJDOT — Safe Routes to School Grant Application for the Borough of Carteret. As you are aware, the NJDOT Safe Routes to School Grant Program has announced a new cycle of grant funding for infrastructure projects the 1) enable and encourage children, including those with disabilities, to walk and bicycle to school, 2) make bicycling and walking a safer and more appealing transportation alternative, and 3) facilitate the development of projects that will improve safety and reduce traffic, fuel consumption, and air pollution near New Jersey's primary and middle schools. NJDOT encourages large infrastructure projects costing approximately $350,000 - $400,000 each for favorable consideration. Funds from the SRTS program are provided on a reimbursement basis only. PROPOSED LWPROVEMENTS As discussed, the subject grant application will provide for a variety of infrastructure improvements which will result in improved accessibility and safety improvements for school children attending Minue Elementary, Nathan Hale School, and Columbus Elementary, and the Middle School. The anticipated improvements will be in and around the subject schools, as well as roadways which connect residential neighborhoods and the school sites. Specific improvements envisioned include but are not limited to new and replacement curb, sidewalks, handicap ramps, crosswalks, signage, and traffic calming devices along with roadway rehabilitation and repairs. SCOPE OF SERVICES Task 1 — Funding Application /Administrative Services Based on the above outlined improvements, the Borough will be required to create a comprehensive plan to incorporate each of the identified schools, facilities, and upgrades. Administratively, our services required under the 2018 NJDOT Safe Routes to School Grant Program, shall include coordination and administration of the following information: a) Application Forms (to be submitted using NJDOT's online electronic grants administration system, NJDOT SAGE) b) Conveying the Borough's project as a complete comprehensive program c) Obtaining data associated with the Student Arrival and Departure Tally Sheets d) Schedule and attend an NJDOT pre- application meeting T &M ASSOCIATES, 11 Tindall Road, Middletown, NJ 07748 0 732.671.6400 © 732.671.7365 © tandmassociates.com �'O r -... �V1 CARTON -16002 August 10, 2018 Page 2 Re: 2018 Safe Routes to School Grant Application e) Collaborate with Safe Routes to School Regional Coordinator for the development of a Borough - wide travel plan f) Meetings with various Borough Officials to develop the program and comprehensive plan g) Provide Project Cost Estimate Breakdowns (indicating basic costs as well as cost of service, supplies, equipment and labor to be funded by grant) h) Project Schedules (estimated start date, timetable and completion date) i) Solicit and provide letters of support, resolutions, and relevant statistical data Task 2 — Project Map and Site Plan Prepare mapping required as part of the 2018 NJDOT Safe Routes to School Grant Program including: a) A map showing the location of the proposed project on an 8 x 11 copy of a county road map or equivalent, and if available, park maps b) A USGS map with the area indicated c) A site plan/schematic diagram shoring the school sites, adjacent and connecting access roads and main school routes Task 3 — Preliminary Engineering Services The wide- ranging scope of the infrastructure improvements required to develop a comprehensive capital improvement program encompassing the four schools and connecting routes will require the following: a) Preparation of an area -wide base map and improvement concept plan b) Site visits and infrastructure evaluations to identify the detailed list of proposed improvements which will result in a $400,000 project c) Preparation of a specific list of improvements to be included in the plan and application d) Detailed construction cost estimates for each of the proposed improvements to support the funding request e) Review of preliminary and final project scoping and improvements with Borough administration and staff The Borough of Carteret will be provided with two (2) copies of application, plans, reports, and supporting documentation prepared by T &M Associates within the project fee. EXCEPTIONS This proposal is specifically limited to the scope of services outlined above and includes project coordination with the NJDOT as well as the Borough. Any additional testimony, planning, survey, engineering design, site investigation work or grant administrative service required will be provided under separate proposal as requested by the Borough. 1 ►i CARTOH -16002 August 10, 2018 Page 3 Re: 2018 Safe Routes to School Grant Application FEE SCHEDULE Our estimated fee to cover the above outlined grant administrative services and engineering support services is proposed as a not to exceed fee of $16,500. Our services will be provided as outlined above and will be billed on an hourly rate in accordance with our current annual services contract. The deadline to submit this application is September 18, 2018. Therefore, a timely receipt of an approved scope of services is essential. Upon authorization we will proceed with preparation of the application, site visit, and engineering mapping and calculations.
