HomeMy Public PortalAbout04-03-2023 , PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, :INDIANA, APRIL 3, 2023 The Common Council of the City of Richmond, Indiana met in a Regular Meeting April 3, 2023 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR BUMBALOUGH President Cappa called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner, Jane Bumbalough, and Ron Oler. Absent were Councilors If-Doug Goss and Larry Parker. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk; Emily Palmer, Controller; Ron Itnyre; Tony Foster, Richmond Power and Light; Jerry Purcell; .Dave Carpenter;Beth Fields, Community Strategist; Rodney Mayse,Airport; Fire Chief Ti Hi Brown; Joe Buckler, Chris Chappel, and Kalie Anderson-Fire Department, and, Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the Regular Meetings held March 6 and 20, 2023, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. PRESENTATIONS, MEMORIALS OR COMPLAINTS, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS - None COMMUNICATION FROM THE MAYOR REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the March 9 and 16, 2023 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS - None Common Council Minutes April 3 2023 Page 2 of 4 ORDINANCES ON FIRST READING Councilor Turner moved to suspend the rules and read Ordinance Nos. 15, 19, 20 & 21- 2023 on first reading by title only, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. ORDINANCE NO. 15-2023 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL ACCEPTANCE AND APPROPRIATION OF A GRAN"f FROM TUE UNITED STATES FEDERAL AVIATION ADMINISTRATION (Airport) The Clerk read Ordinance No. 15-2023 on first reading by title only. The Finance Committee recommended approval. Councilor ()ler moved to advance Ordinance No. 15-2023 to second reading and public hearing, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. The Clerk read Ordinance No. 1.5-2023 on second reading by title only. Speaking in favor was Dave Carpenter. There being no comments against, Councilor Oler moved for engrossment, supported by Councilor Bumbalough. Upon a vote, viva voce, the motion carried. Councilor Locke called for the question, supported by Councilor Engle. Upon a vote viva voce, the motion carried Ordinance No. 15-2023 was adopted with a 7-0 roll call vote. ORDINANCE NO. 19-2023 — A SPECIAL ORDINANCE REPLACING AND AMENDING MINIMUM CRITERIA AND AUFERNATIVE DEDUCTION SCHEDuLES FOR PROPERTY OWNERS RE:QUESTING DEDUCTIONS FROM ASSESSED VALUE OF QUALIFIED PROPERTY WITHIN AN ECONOMIC REVITALIZATION AREA The Clerk read. Ordinance No. 19-2023 on first reading by title only. Ordinance No. 19-2023 was referred to the Tax Abatement Committee. ORDINANCE NO. 20-2023 — AN APPROPRIATION ORDINANCE AUTITIORIZING THE SUBMITTAL„ ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE UNITED STATES DEPARTMENT OF ENERGY (Street Light Replacement) The Clerk read Ordinance No. 20-2023 on first reading by title only. 4/11/2023 10:41 AM Common Council Minutes April 3 2023 Page 3 of 4 The Finance Committee recommended approval. Councilor Turner moved to advance Ordinance No. 20-2023 to second reading and public hearing, supported by Councilor Engle. Upon a vote viva voce, the motion carried The Clerk read Ordinance No. 20-2023 on second reading by title only. There being no comments for or against, Councilor Turner moved for engrossment, supported by Councilor Bumbalough. Upon a vote, viva voce, the motion carried. Councilor Turner called for the question, supported by Councilor Oler. Upon a vote viva voce, the motion carried Ordinance No. 20-2023 was adopted with a 7-0 roll call vote. ORDINANCE NO. 21-2023 — AN APPROPRIATION ORDINANCE AUTHORIZING THE suBmrrrAt„ ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE WAYNE COUNTY, INDIANA, FOUNDATION (Baby Box-RFD) The Clerk read Ordinance No. 21-2023 on first reading by title only. The Finance Committee recommended approval. Councilor Turner moved to advance Ordinance No. 21-2023 to second reading and public hearing, supported by Councilor Engle. Upon a vote viva voce, the motion carried The Clerk read Ordinance No. 21-2023 on second reading by title only. Speaking in favor was Dave Carpenter. There being no comments against, Councilor Turner moved for engrossment, supported by Councilor Bumbalough. Upon a vote, viva voce, the .motion carried. Councilor Turner called for the question, supported by Councilor Bumbalough. Upon. a vote viva voce, the motion carried. Ordinance No. 21-2023 was adopted with a 7-0 roll call vote.
