HomeMy Public PortalAboutP&RAC Minutes 1992 12/18PARKS AND RECREATION ADVISORY COMMITTEE MINUTES I~CEMBER 18, 1992 I. ROLL CALL AND CALL TO ORDER. Chair Grote called the meeting to order at 4:00pm. Committee members Martens, Killen, and Coyle answered the roll call. Chair declared a quorum present. Also attending was Director Baker. Committee member Scott arrived at 4:30pm. II. BOY SCOUT CONCESSIONS(TROOP 246) IN ART ROBERTS PARK LETTER FROM DANlEL BURTON(ATTACHED). Chair informed thc committee that one light pole in Art Roberts Park had been removed, the other pole had been placed behind the traditional Christmas trec and all wires in the park had been buried. Furthermore, Chair informed committee that all work was donated by Idaho Power, G.T.E. and the Central Idaho StarNcws. Martens moved to recommend council write a letter of thanks to Idaho Power, G.T.E, and The Central Idaho StarNews. Seconded by Killen and the motion carried. In addition, Chair informed committee that in past years the power outlet was not metered and Idaho POwer paid the bill during Winter Carnival, when improvements at Art ROberts Park were made, a meter was installed and the city is now being billed. After discussion, Killen moved to recommend council issue a special use permit to Troop 246 allowing them to use the South/East corner of Art Roberts Park during the 1993 Winter Carnival with the condition that they pay the metered amount incurred. Seconded by Martens and the motion carried. III. SPECIAL USE PERMIT FOR SNOW SCULPTING AND CONCESSIONS IN LEGACY PARK - LETTER FROM HAL SAGER(ATTACHED). After discussion concerning location of ice sculptures, the entrance and exit of heavy equipment to build the sculpting blocks, location of concessions and additional concessions, Killen moved to recommend council approve a special use permit for the ice sculpting contest and concession conditioned on the following; a. All heavy equipment will enter/leave the park at the pump house entrance and only city crews will be allowed access with heavy equipment. b. Concession will be located in the sand area. c. Permittee will pay for power used by the event and concession. d. Permittee will provide traffic control to confine crowd entry to the north and south park entrances avoiding the stairs. Martens seconded and the motion carried. Committee further discussed sledding and sliding activities which may occur on the steep slope located on the south/east end of the park. Committee members Killen and Grote volunteered to create signage and install flagging along the slope this year, but would like to see a more permanent solution be budgeted for in future years such as snow fencing. IV. PLAYGROUND EQUIPMENT IN MILL PARK Chair informed committee that the council had redirected the playground equipment in Mill Park issue back to the committee due to Judd De Boer and Molly Eldredge's complaints at the last council meeting. Chair informed committee that she had met with Molly Eldredge, Kathy Rake, and Laurie Simplot-Braun to discuss the committee's last recommendation to council. Chair found that Eldredge does not oppose playground equipment in Mill Park, just the proposed location. In addition, Chair informed committee that Rake, and Simplot-Braun are willing to work with a different location as long as it is in Mill Park. After Committee discussed location and De Boer's complaint of noise which was discussed at length during the committee's November 16, 1992 meeting Martens moved to recommend council approve the placement of playground equipment in Mill Park with the committee reviewing final construction plans prior to installation, and when the equipment is dedicated to the city that the city accept full responsibility and maintenance. Finally, committee recommends council create a special account to hold monies raised. Seconded by Killen and the motion carried. V. ICE SKATING ON PAYETTE LAKE NEAR LEGACY PARK. Martens informed committee that he was approached by Everett and Bonnie Dick who are in charge of creating a Skating Rink for Winter Carnival. In addition Martens informed the committee that Everett and Bonnie Dick are thinking of keeping the skating rink open for a longer term than just Winter Carnival. Committee discussed the proposed rink and had no objections as long as no city funds, time, or equipment is used. Chair asked staff to contact Dan Wiberg and investigate what is being proposed for a skating rink to help open communications between the city and the carnival committee and report back to the Parks and Recreation Committee. O. Box 1065 McCall, ID 83638 Re: Our use of Art Roberts Park Dear City Officials: As you will recall, last Winter Carnival you let us use Art Roberts Park for our Carnival Booth. With our thank-you letter last February we sent you a check for the estimated cost of electricity we used. In that letter we requested permission to use the same location this coming Winter Carnival 1993. Happily the overhead wires which posed some risk to our flagpoles have been removed, and other electrical modifications have been made that will improve this booth location. Please consider this letter a renewal of that request. We will again be cooperating in staging the Youth Torchlight Parade. Very truly yours, TROOP 246 Daniel Burton Senior Patrol Leader MarF/Fairman - Troop Committee Chair IDAHO --- December 5, 1992 McCall City Council McCall, Idaho 83638 Dear Council Members: We are again in the throes of planning the Idaho Snow Sculpting Championship. 1993 will be our Seventh Annual event and each year it grows better. Much of the credit, of course, goes to the City of McCall, without whose help this fine artistic experience would not be possible. This letter is our formal request for your continuing cooperation. We request use of Legacy Park, as we did last year. Enclosed is a sketch showing how we propose to place the sculptures to avoid damage to the grass in the park. As previously, we plan to construct the snow blocks the day before the start of the competition, specifically Monday, February 1, 1993. We are limiting the number of teams to fifteen and have, with the help of the city tractor providing and dumping the snow, been able to construct that number of blocks in an eight hour period. All other labor required for snow block construction will be provided by our group. As the sculptures begin to emerge from the blocks, there is significant excess snow and it would be really helpful if the city could clear that excess snow on a daily basis to keep the site safer and more appealing to the viewers. Last year we used water and electricity from the City bathrooms in the park and hope we can count on doing that again. May we also use this letter to request permission from the city to have a food concession in Legacy Park throughout the Carnival. This is an ideal place for such a concession and, hopefully, the Championship might defray some costs with the profits from the concession. No individual would profit from a food booth in the park. Your consideration of all of the above will be greatly appreciated. look forward to your response. An account of that discussion is in the park committee minutes included in your December 29th council packet. I write this letter to you because the committee feels that this issue needs your immediate atten- tion. We had not intended to meet in December, but called a special meeting when you turned the project back to us because we believe this generous offer will be withdrawn if the fundraisers don't get a green light soon. The park committee resubmits its motion urging you to commit to a playground in Mill Park. However, the words "at the location shown on the plans" in the original motion have been deleted. At the council meeting in which the proposal was first submitted to you, you heard opposition from members of the McCall Music Society and from Judd DeBoer of Mill Park Condominiums. In regard to Judd's concerns, the park board considered them carefully before we made our first decision to recommend approval to you. We sympathize with Judd's wish to preserve Mill Park as a quiet place. But the park master plan will include plenty of places of solitude that will fill that need, including the railroad right of way pathway. We assured Judd's representative that every effort will be made to craft the project to minimize its impact on Mill Park Condos. When we weighed the benefits of the project against Judd's concerns, the goal of increasing the daily use of Mill Park won. Molly Eldridge, who represented the McCall Music Society, has told me that she has no objec- tion to a playground being in Mill Park, only to the location the proponents chose. Conversely, Lori Simplot-Braun and Kathy Rake have told me that they insist only on the playground being in Mill Park not on a specific location. They chose the one in the plans primarily for the ease of excavation. We have a very do-able deal here, if you'll just commit only to placing playground equipment in Mill Park, leaving all the details including location to be worked out among the park board and all interested parties. I have read the reworded motion to both the fundraisers and to Molly Eldridge. They both told me they would support it. That leaves us with Judd, who appears to be fairly uncondi- tional on the matter. I'm hopeful that if the project proceeds, Judd will assist us in its design and I'm confident that we can achieve some compromises that will make the idea more palatable than he perceives, at this point. You have before you two women who have made us a rare and extremely generous offer, but justifiably have strings attached. If you approve the motion we've submitted to you, they will begin fundraising immediately. If you delay or deny your approval, they will likely withdraw the offer. Given the consensus I've managed to achieve between the two citizen interests, I think I've elimi- nated as much opposition for you as I can. I urge you to turn on the green light.
