HomeMy Public PortalAbout08-16-18cAUGUST 16, 2018 The Regular Meeting of the Mayor and Council of the Borough of COUNCIL MEETING Carteret was called to order by Mayor Daniel J. Reiman at approximately 6:00 p.m. on Thursday, August 16, 2018, in the Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: ROLL CALL Councilmember Vincent Bellino " Jorge Diaz Ajmar Johal " Randy Krum " Susan Naples Noted Absent were Council President Dennis DiMascio and Kathleen NOTED ABSENT M. Barney, Municipal Clerk. Also noted present were Carmela Pogorzelski, Assistant Municipal Clerk and Robert J. Bergen, Esq., Law Director. The meeting was opened with a moment of Silent Prayer and The PRAYER, PLEDGE Pledge of Allegiance led by Mayor Reiman. OF ALLEGIANCE The Assistant Clerk stated that the 2018 Annual Meeting Notice was STATEMENT OF mailed to The Home News Tribune, The Star Ledger and posted on the MEETING NOTICE bulletin board on December 28, 2017. Notice was published in The Home News Tribune and The Star Ledger on January 5, 2018. Upon MMS &C, by Councilmembers Diaz and Bellino and unanimous APPROVAL OF affirmative vote of the five (5) Councilmembers present, the minutes MINUTES of August 2, 2018 were approved as transcribed and engrossed by the Clerk. PRESENTATIONS: PRESENTATIONS a) Danielle Graskowski Memorial Scholarship b) Police Youth Academy *CLERK'S NOTE: YOUTH ACADEMY WAS DONE FIRST, GRUSKOWSKI 1 FAMILY WAS RUNNING LATE AUGUST 16, 2018 (continued) POLICE YOUTH Mayor Reiman asked retired detective, Mr. Jesus Martinez, Borough ACADEMY Police Department training officer to join him, Mr. Martinez was the instructor for the 2018 Youth Academy. Mr. Martinez presented the Youth Academy cadets to the Mayor, Council and family members present in the audience. He said they were a phenomenal group of young men and women and explained what training the cadets were given in the week long academy. He said they were trained in drill, physical training, defense tactics, C.P.R., First Aid and said that they received the same training as the police officers hired by the Borough. Cadet Flores won the Honor Graduate Award and Rachel Smith was elected the Class Leader. Mayor Reiman said in the last fifteen (15) years, Youth Academy graduates have become SLEO I & II Officers as well as full time Police Officers. Rachel Smith, class leader made a speech explaining the relationship the cadets formed by attending the training and how they helped each other through the week. Mayor Reiman and Councilmember Naples presented commendations to the following Youth Academy Graduates: Amr Abdelnabi Daniela Corbacho Luis Flores Michael Halladay Kushaldip Kaur Joshua Paulino Alij ah Pitts Derex Polanco David Samu Pawandeep Singh Rachel Smith DANIELLE Mayor Reiman asked the Gruskowski brothers to join him for the GRUSKOWSKI Danielle Gruskowski Memorial Scholarship Award presentation. MEMORIAL SCHOLARSHIP Mr. Gruskowski said in 2001 his sister Danielle died because she was in a group home facility and staff was not authorized to call 911 if one of the residents had an emergency. He said the next year, the family fought to pass Danielle's Law. 2 AUGUST 16, 2018 (continued) Mayor Reiman said he remembers being at Carteret Community Center with the Gruskowski Family when Governor James McGreevey signed Danielle's Law. He said there is also a beautiful sensory garden at Waterfront Park named for Danielle, he presented a $250.00 check from the Mayor's Charity Trust Fund and a $250.00 check from the Danielle Gruskowski Memorial Scholarship Fund to: Angel Pitts Joshua Chambers Mayor asked Angel and Joshua where they would be going to college in September and congratulated them. Angel said he would be attending Lincoln Tech and Joshua said he would be attending Middlesex County College. A copy of each Resolution was placed on the table for public review prior to the meeting in accordance with the Rules of Council and upon MMS &C, by Councilmembers Krum and Naples and unanimous affirmative vote of the five (5) Councilmembers present, the meeting was opened for public input on all Resolutions /Agenda items and new business. There being no comments or objections to the Resolutions /Agenda items or new business, upon MMS &C, by Councilmembers Diaz and Naples and unanimous affirmative vote of the five (5) Councilmembers present, the public portion of the meeting was closed. RESOLUTIONS: 1. #18 -154 Authorizing Bids for Arts District Streetscape Improvements — Phase 1. 2. #18 -155 Creating Handicapped Parking Space — 577 Roosevelt Avenue. 3. #18 -156 Creating Handicapped Parking Space — 561 Roosevelt Avenue. 4. #18 -157 Authorizing a Fair and Open Contract for the Noe Street Timber Railing. 5. #18 -158 Directing the Issuance of a Raffle License to Mayor's Charity Trust Fund. 6. #18 -159 Appointing School Traffic Guards for the 2018 -2019 School Season. Mayor Reiman asked for a motion on the Consent Agenda. Resolutions #18 -154 through #18- 161were introduced by Mayor Reiman and referred to the Council for action. Mayor Reiman said with regard to Resolution #18 -157 the timber railing will go up along Noe Street Park and pond. Upon individual Roll Call Vote, Councilmembers Bellino, Diaz, Johal, Krum and Naples voted in the Affirmative. Council President DiMascio was noted absent. RESOLUTION #18 -158 "RAFFLE LICENSE" RESOLUTION #18 -159 "SCHOOL TRAFFIC GUARDS 2018 - 2019" RESOLUTION #18 -160 "PROPERTY TAX CANCELLATION" RESOLUTION #18 -161 "PROFESSIONAL SERVICES, EXCEL ENVIRONMENTAL, SOIL DISPOSAL 46 WASHINGTON AVE." . 06. _ E Upon MMS &C, by Councilmembers Diaz and Naples, all bills PAYMENT OF BILLS appearing on the prepared list, properly audited and signed, were ordered to be paid. Upon individual Roll Call Vote, Councilmembers Bellino, Diaz, Johal, Krum and Naples voted in the Affirmative. Council President DiMascio was noted absent. 5 AUGUST 16, 2018 (continued) REPORTS Reports 1. Clerk's Office —July 2018. Upon MMS &C by Councilmembers Diaz and Bellino and unanimous affirmative vote of the five (5) Councilmembers present, all reports were ordered to be received and placed on file. COMMITTEES BUILDING & GROUNDS: Committee Chairperson Johal reported Progress and thanked the Mayor. FINANCE & ADMINISTRATION: Committee Chairperson Diaz reported Progress and thanked the Mayor. FIRE & DOMESTIC PREPAREDNESS: Committee Chairperson Krum reported Progress and thanked the Mayor. PARKS, RECREATION & PUBLIC PROPERTY: Committee Chairperson Bellino reported Progress and thanked the Mayor. POLICE: Committee Chairperson Naples thanked all the police officers and firefighters who joined Councilmembers and Mayor Reiman on National Night Out when they visited residents throughout the Borough. She thanked Mr. Martinez and the Youth Academy cadets who she said are the future of the police department. She congratulated the sergeants who were promoted several weeks back as well as the new police officers who were sworn in. MAYOR REIMAN Mayor Reiman told the Clerk that we will be swearing in Officer Yang who was away on Army duty and the two (2) full time and two (2) volunteer firefighters and any other volunteers who graduated earlier who were not sworn in yet. Mayor Reiman invited everyone to come out to do the community walk with himself, councilmembers and Robert Wood Johnson after the council meeting.
