HomeMy Public PortalAbout04-17-2023 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, APRIL 17, 2023 The Common Council of the City of Richmond, Indiana met in a Regular Meeting April 17, 2023 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR Vice President Turner called the meeting to order and the .following business was conducted. ROLL CALL Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeffrey Locke, Gary. Turner, Jane Bumbalough, Ron Oler and Larry Parker. Absent was Jeff Cappa. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk; Randy Koons; Emily Palmer and Tracy McGinnis, Office of the City Controller; Dustin Purvis, City Planner; Dave Carpenter; Valerie Shafer, Economic Development Corporation of Wayne County; Beth Fields, Planning and Zoning; Fire Chief Tim Brown; Police Chief Mike Britt; David Christy, Police Department; and, Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the Regular Meeting held April 3, 2023, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. PRESENTATIONS, MEMORIALS OR COMPLAINTS, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS RESOLUTION NO. 3 — A RESOLUTION ADOPTING A HEAT MANAGEMENT P LAN Resolution No. 3 was tabled until the May 1, 2023 meeting. COMMUNICATION FROM THE MAYOR REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of It e March 23, 2023 meeting was accepted as presented. Councilor()ler moved to approve, supported by Councilor Locke. Upon a vote viva voce, the motion carried. ORDINANCES ON FIRST READING Councilor Oiler moved to suspend the rules and read Ordinance No. 22-2023 on first reading by title only, supported by Councilor Parker. Upon a vote viva voce, the motion carried. The Clerk read Ordinance No. 22-2023 on first reading by title only. ORDINANCE NO. 22-2023 — A GENERAL ORDINANCE AMENDING CHAPTER 1.54: UNIFIED DEVELOPMENT ORDINANCE Ordinance No. 22-2023 was referred to the Plan Commission fr their May 24 meeting. ORDINANCES ON SECOND READING ORDINANCE NO. 6-2023 — A GENERAL ORDINANCE AMENDING SECTION 158.12 (ENFORCEMENT, PENALTIES AND JUDICIAL REVIEW) OF CEIAPTER 158 (HISTORIC DISTRICTS) OF THE RICLIMOND CITY CODE The Clerk read Ordinance No. 6-2023 on second reading by title only. The Ffistoric Preservation Commission recommended approval. Vice President Turner declared Ordinance No. 6-2023 on Public Hearing. Speaking in favor was Dave Carpenter. Upon a vote viva voce, the motion carried. Councilor Oler called for the question, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. Ordinance No. 6-2023 was adopted with an 8-0 roll call vote. ORDINANCE NO. 1.9-2023 A SPECIAL ORDINANCE REPLACING AND AMENDING MINIMUM CRITERIA AND AL II DEDUCTION SCHEDULES FOR PROPERTY OWNERS REQUESTING DE,DUCTIONS FROM ASSESSED VA1.._,L1E OF QUALIFIED PROPERTY WI THIN AN ECONOMIC REVITALIZATION AREA The Clerk read Ordinance No. 19-2023 on second reading by title only. Councilor Gs moved to amend to read as follows: AVERAGE WAGE: (20 points possible). Utilizing the average wage ofalljiill-lime positions for this project and using the current stale minimum wage as a benchmark, how does the average wage of this project compare to the current minimum wage? There being no comments against, Councilor Goss moved for engrossment, supported by Councilor Wright. Upon a vote viva voce, the motion carried. Councilor Locke called for the question, supported by Councilor Humbalough. Ordinance No. 19-2023 was adopted with an 8-0 roll call vote.
