THE CITY OF RICHMOND, INDIANA,
APRIL 27, 2023
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., in the
Council Chambers in the Municipal Building, 50 North 5th Street, Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Emily Palmer and Matt Evans.
Also in attendance were Kim Vessels, Assistant City Attorney; Monica Burns, Deputy City Clerk;
Kara Noe, Purchasing; imani. Murphy, Director of Human Resources; Sharry .Hemingway,
Benefits Administrator; Beth Fields, Community Strategist; Fire Chief Tim Brown; and Media.
APPROVAL OF MINUTES APRIL 20, 2023
Ms. Palmer moved to approve the minutes of April 20, 2023, supported by Mr. Evans. Upon a vote
viva voce, the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Claims for Payment for April 21., 2023 in the amount of Two
Hundred Seventy Two Thousand Eleven Dollars and eight cents ($272,011.08), supported by Ms.
Palmer. Upon a vote viva voce, the motion carried.
Mr. Evans moved to approve the Claims for Payment for April 28, 2023 in the amount of Four
Hundred Twenty Seven Thousand Three Hundred Thirteen Dollars and forty five cents
($427,313.45), supported by Ms. Palmer. Upon a vote viva voce, the motion carried.
PAYROLL CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Payroll Claims for Payment for April 21, 2023 in the amount of Eight
Hundred Eighty Four Thousand Five Hundred Sixty Seven Dollars and sixty seven cents ($884,567.67),
supported by Ms. Palmer. Upon a vote viva .voce, the motion carried.
Mr. Evans moved to approve a corrected Payroll Claims for Payment for April 24, 2023 in the amount of
Three Thousand Three Hundred Twenty Nine Dollars and twenty one cents ($3,329.2 f), supported by Ms.
Palmer.
PAYROLL CLAIMS FOR PAYMENT FOR PENSION

Mr. Evans moved to approve the Payroll Claims for Payment for Pension for April 28, 2023 in the amount
of Two Hundred Sixty Three Thousand Five Hundred Thirty Two Dollars and eighty cents ($263,532.80),
supported by Ms. Palmer. Upon a vote viva voce, the motion carried.

CONTRACTS
• CONTRACT NO. 76-2023—RICHMONI)PROFESSIONAL FIREFIGHTERS, INC..
INTERNATIONAL ASSOCIATION OF FIREFIGHTERS — AFL-CIO — LOCAL

This is the contract between the City and the Richmond Firefighter Union. Both Parties
have agreed to a two-year contract. A summary of the changes are as follow:
1. Contract dates updated throughout the contract
2. Article 3 —Added new position "Deputy Chief of Public Safety IT
3. Article 29 —New language pertaining to EMT-P certification
4. Article 30 —New language pertaining to wellness and work performance

5. Article 32 — Wage increase of 1.5°A each year (non-compounding), retroactive to
January 1., 2023 through to December 31, 2024
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion
carried.
CHANGE ORDERS - None
ADDENDUM'S
• ADDENDUM NO. 4 TO CONTRACT NO. 31-2018 — GEORGE'S FAMILY
PHARMACY,INC.
The City wishes to continue to retain Contractor to continue to provide services to be the
Durable Medical Equipment ("DME") contract provider for the City of Richmond, as set
forth within the scope of Contract No. 31-2018. The rates will remain the same as they
were in the original contract from 2018.
Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion
carried
RESOLUTIONS
• RESOLUTION NO. 5-2023
This resolution authorizes the City to File a CY2024 application for a grant of the Federal
Transit Act. This grant will provide operating funds for the grant period. The amount of
the grant is to be finalized by NWT in October of 2023. At that time an ordinance will
be taken to Council to request the acceptance and appropriation of the grant funds.
Mr. Evans moved to approve and to allow Vicki Robinson to sign on behalf of the Board,
supported by Ms. Palmer. Upon a vote viva voce, the motion carried.
