HomeMy Public PortalAbout05-04-2023 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INI)IANA, MAY 4, 2023 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., in the Council Chambers in the Municipal Building, 50 North 5'1' Street, Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Emily Palmer and Matt Evans. Also in attendance were Kim Vessels, Assistant City Attorney; Monica Burns, Deputy City Clerk; Lieutenant Kevin Smith; Fire Prevention Deputy Chief Doug Gardner; Bill fienry, Code Enforcement; Greg Stiens, Director of Public Works and Engineering; Denise Retz, Park Superintendent; and Media. APPROVAL OF MINUTES Ms. Palmer moved to approve the minutes of April 27, 2023, supported by Mr. Evans. Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve the Claims for Payment for May 5, 2023 in the amount of Four Hundred Twenty Eight Thousand Three Hundred Thirty Seven Dollars and ninety cents ($428,337.90) supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT Mr. Evans moved to approve the Payroll Claims for Payment for May 5, 2023 in the amount of Eight Hundred Four Thousand Eight Hundred Seventy Three Dollars and thirty three cents, ($804,873.33), supported by M.S. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT FOR PENSION - None REQUESTS • NEW HANDICAP SIGN 322 SW 1st Street Board of Works Minutes May 4, 2023 Tabled until the next week. • HANCICAP SIGN RENEWAL 419 South 10th Street Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. • STREET CLOSURES Farmers Market The request is for the closure of North Service Street between North 6th Street and North 71h Street on Saturdays from 6:00 a.m. to 1:00 p.m. in the months of May, June, .July, August, September, and October. The closure of North Service Street between North 6'1' Street and North 7th Street on Tuesdays from 6:00 a.m. to 8:00 p.m. in the months of July, August, and September. Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. Eat Local Wednesday The closure of North Service Street between North 6'1' Street and North 7`11 Street on Wednesdays from 10:00 a.m. to 3:00 p.m. in the months of May, June, July, August, and September for food truck vendors. The request is also asking for the closure of the parking spots on. North 6`1' Street and North 711' Street along the sides of the plaza during that same time frame. Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. Annual Block Party for Termell Carpenter On May 27, 2023 from 2:00 p.m. to 10:00 p.m. they are requesting the closure of North 15'1' & "H" Street and North 1611 & "H" Street. Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. Townsend Community Center Block Party Board of Works Minutes May 4„ 2023 On May 20, 2023 the request is for the closure of the 300 block of North 10th Street between. North "C" & "D" Streets with the street being blocked by 9:00 a.m. The event is from 11:00 a.m. to 5:00 p.m. Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion carried. Bit) OPENINGS - None BID AWARDS • FIRE STATION NO. 5 REMODEL Thor Construction Company Not to exceed $324,000.00 Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva .voce, the motion carried. CONTRACTS • CONTRACT NO. 80-2023 —REDDOG ENTERPRISES, INC The City hereby retains Contractor to provide services in connection with the emergency securing, cleanup of premises, and sealing and boarding of structures located at 407 NW 61.11 Street. Not to exceed $850.00. Ms. Palmer moved to approve, supported by Mr. Evans, Upon a vote viva voce, the motion carried. CONTRACT NO. 82-2023 — B&B CONSTRUCTION OF RICHMOND, INC. The City hereby retains Contractor to perform services in connection with the demolition of the garage located at 2021 Glen Court. Services shall include demolition, removal of debris, and restoration of the site. Not to exceed $2,700.00 Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. • CONTRACT NO. 83-2023 — NEYRA PAVING The City retains Contractor to perform services in connection with the removal and. replacement of alleys, driveways, and sidewalks at certain locations for the City for the 2023 Sidewalk Replacement Project. Upon a vote viva voce, the motion. carried. • CONTRACT NO. 84-2023 — REID HOSPITAL AND HELATH CARE SERVICE, INC The City retains Contractor to provide testing services in connection with the City's 2023 Health Fair to be held May 1.0, I I, and 12, 2023, including, but not limited to the blood- draw testing services and biometrics necessary for the wellness screening operations conducted at the Fair. The cost is $54.00 for female participant and $63.00 per male that are eligible for PSA testing, The City normally tests between 250 and 300 employees, including eligible spouses. Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. • CONTRACT NO. 85-2023 —DAVEY RESOURCE GROUP The City agrees to purchase, and Contractor agrees to provide, grant writing services. The Contractor shall coordinate and write the project and budget narratives of the grant application in an effort to secure funding from the 2023 Inflation Reduction Act .for Community Forestry. Contractor shall complete the required grant forms and submit the same on behalf of the City. Not to exceed $7,410.00 Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried.
