The Common Council of the City of Richmond, Indiana met in a Regular Meeting May 1,
2023 in the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR GOSS
Vice President Turner called the meeting to order and the following business was
conducted.
ROLL CALL
Present were Councilors Doug Goss, Lucinda Wright, Bill .Engle, Jeffrey Locke, Gary
Turner, Jane Bumbalough, Ron Oler and Larry Parker. Absent was Jeff Cappa.
Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City
Clerk; Tony Foster, Richmond Power and Light.; Dave Carpenter; Beth Fields, Planning
and Zoning; Fire Chief Tim Brown and Joe Buckler and Jerry Purcell; Fire Department;
Emily Palmer, Controller; Tracy McGinnis, Deputy Controller; Grayson Ham GIS
Coordinator; and, Media.
APPROVAL OF MINUTES
Councilor 1....ocke moved to approve the minutes of the Regular Meeting held April 17,
2023, supported by Councilor Goss. Upon a vote viva voce, the motion carried.

INTRODUCTIONS, MOTIONS, RESOLUTIONS
RESOLUTION NO. 3-2023 —A RESOLUTION ADOPTING A HEAT
MANAGEMENT PLAN
The Clerk read Resolution No. 3-2023 by title only.
Councilor Parker moved to adopt, supported by Councilor Bumbalough. Upon a vote
viva voce, the motion carried.

RESOLUTION NO. 4-2023— A 'RESOLUTION OF THE RICHMOND COMMON
COUNCIL APPROVING AN ORDER OF THE; RICHMOND PLAN COMMISSION
The Clerk read Resolution No. 4-2023 by title only.
Councilor Oler moved to approve, supported by councilor Lngle. Upon a vote viva voce,
the motion carried.
COMMUNICATION FROM THE MAYOR
• The Community Meeting relative to the Industrial Fire on April 11 was well
attend
• Thank you to all departments who assisted with the clean up on New Paris Pike
near the landfill
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of til; April 6 and 13, 2023 meetings were accepted as presented.

ORDINANCES ON FIRST READING
Councilor Parker moved to suspend the rules and read Ordinance Nos. 23, 24 & 25-2023
on first reading by title only, supported by Councilor Bumbalough. Upon a vote viva voec,
the motion carried.
ORDINANCE NO. 23-2023--AN APPROPRIATION ORDINANCE AMENDING
ORDINANCE NO. 34-2023 KNOWN AS THE 2023 SALARY ORDINANCE— RFD
The Clerk read Ordinance No. 23-2023 on first reading by title only.
Councilor Okr moved to refer Ordinance No. 23-2023 to the Finance Committee,
supported by Councilor Goss. Upon a vote viva voce, the motion carried.
ORDINANCE NO. 24-2023 AN APPROPRIATION ORDINANCE AMENDING

Supported by Councilor Goss. Upon a vote viva voce, the motion carried.

Councilor Oler moved to advance to second reading and public hearing, supported by
Councilor Goss. Upon a vote viva vocc, the motion carried.
Vice President Turner declared Ordinance No. Z5'ZO23 oil public hearing. Speaking
against was Mr. Carpenter. There being omcornnucnis for, Councilor Goss moved for
