HomeMy Public PortalAbout05-18-2023 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MAY 18, 2023 The Board of Public Works and Safety of the City of Richmond, Indiana, met. at 5:00 P.M., in the Council Chambers in the Municipal Building, 50 North 5th Street, Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Emily Palmer and Matt Evans. Also in attendance were Kim Vessels, Assistant City Attorney; Monica Burns, Deputy City Clerk; Lieutenant Kevin Snith; Fire Chief Tim Brown; Major Jon Bales; Assistant Fire Chief Joe Buckler; Kara Noe, Purchasing; and Media. APPROVAL OF MINUTES Ms. Palmer moved to approve the minutes of May II, 2023, supported by Mr. Evans. Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve the Claims for Payment for May 19, 2023 in the amount of Four Hundred Fifty Nine Thousand Nine Hundred Fifty One .Dollars and fifty four cents ($459,951.54), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT Mr. Evans moved to approve the Payroll Claims for Payment for May 19, 2023 in the amount of Nine Hundred Thirty Eight Thousand Eight Hundred Thirty Seven 'Dollars and ninety one cents ($938,837.91), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAMS FOR PAYMENT FOR PENSION - None REQUESTS • NEW HANDICAP SIGN 201.4 Glen Court. Board of Works Minutes May 18, 2023 Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. • HANDICAP SIGN RENEWALS 83 NW "H" Street 1707 SW "A" Street 405 West Main Street Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. BID OPENINGS • STREET REHABILITATION COMMUNITY CROSSINGS Those bids are as follows: Nayra Paving - $2,052,140.72 Milestone - S1.,374,060.90 Those bids were taken under advisement BID AWARDS -Noce CONTRACTS • CONTRACT NO. 86-2023 —MACQUEEN EQUIPMENT, LLC, DBA MACQUEEN EMERGENCY The City hereby agrees to purchase from Contractor one (1) Enforcer Pumper, Stock 40394 and one (1) Enforcer 1.07' Aerial Stock TBD, The City makes this purchase as a statutory special purchase as the purchasing agent has declared that there exists, under emergency conditions, a threat to public health,welfare and safety. The City will,according to law, maintain a record listing all contracts for a minimum of five (5) years. Additionally, the City will maintain the contract records in a separate file. Enforcer Pumper- $935,800.00 107 Foot Aerial - $1,646,752,00 Ms. Palmer moved to approve and allow Vicki Robinson as President of the Board to sign the contract, supported by Mr. Evans. Upon a vote viva .voce, the motion carried. • CONTRACT NO. 90-2023 — TESTING FOR PUBLIC SAFETY, LLC DBA THE INSTITUTE FOR PUBLIC SAFETY PERSONNEL Board of Works Minutes May 18, 2023 The City retains Contractor to provide consulting and testing services in connection with the Police Department and Police Merit Commission written test administration and scoring calculation for new applicants and administration of the police promotion process. Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. • CONTRACT NO. 96-2023 —RICHMOND CARPET OUTLET The City retains Contractor to furnish and install CDC rubber stairway treads in color gray on the stairwell steps of Fire Station No. 1 for the Fire Department. The project includes materials and labor and includes removal of the currently-existing stairway tread. Not to exceed $6,990.1.0 Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. CHANGE ORDERS - None ADDENDUMS - None RESOLUTIONS - None PETITIONS - None MISCELLANEOUS • TRANSFER OF DEED The transfer of the deed of a property in the Midwest. Industrial Park that was previously approved by the Board to be transferred. Mr. Evans moved to approve and to allow Vicki Robinson as the President of the Board to sign the transfer of the Deed, supported by Ms. Palmer.
