MAY 25, 2023
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., in the
Council Chambers in the Municipal Building, 50 North 5111 Street, Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson and Matt Evans. Emily Palmer was absent.
Also in attendance were Kim Vessels, Assistant City Attorney; Monica Burns, Deputy City Clerk;
Lieutenant Kevin Smith; Greg Stiens, Director of Public Works and Engineering; Sherrie Richey,
Code Enforcement: Andrew Buckler, Fire Deputy Chief of Training; and Media.
APPROVAL OF MINUTES
Mr. Evans moved to Ipprove the minutes of May 18, 2023, supported by Ms. Robinson. Upon a
vote viva voce, the motion carried.

REQUESTS
• NEW HANDICAP SIGN

Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
• STREET CLOSURES
Neighborhood Movies
The Park Department is requesting the closure of the 'North Service Drive from North 6'1'
to North 7th Street on June 3, 2023 for the Saturday night movie that is going to be at;EIStro

Plaza. They are also requesting to be able to turn off the lights around the plaza on Fridiiy,
June 2, 2.023 and restored to service the following Monday. The movie will start at dtisk.
and end at 11:00 p.m.
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried..
Midget Wrestling Event
The VFW Post 41108 is requesting to be able to block the alley adjacent to the east side of
their building located at 213 South 8`11 Street on June 16, 2023. The event will take pUice
on the parking lot south of the building. They are also asking for two police officers for
security at the event from 6:30 p.m. to 10:00 p.m.
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
Fireworks for Richmond Jazz Games
Jeremy Scarretie from Scarrette Pyrotechnics LI„,C of Richmond Indiana is requesting for
the closure of Peacock Road between NW 13'1' Street and NW 11 th Street on June 30, 2023
and July 11, 2023 from 5:30 p.m. to 11:45 p.m. for fireworks display.
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.

Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the

CONTRACTS
• CONTRACT NO. 1.06-2023 —B&B CONSTRUCTION OF RICHMONI)
The City retains Contractor to perform services in connection with the cleanup of 910
Sheridan Street previously deemed by the Unsafe Building Commission to be
noncompliant and ordered to be sealed and cleaned up. Services shall include the sealing
of the unsecured doors and entrances, and the cleanup and removal of trash, litter, debris,

rubbish,junk, parts, tires, appliances, furniture, collapsed and burnt shed, and construction
debris strewn about the premises, and other materials.
Not to Exceed $2,995.00
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
• CONTRACT NO. 107-2023 — B&B CONSTRUCTION OF RICHMONI)
The City retains Contractor to perfOrm services in connection with the cleanup of 1 P2

GENERAL CONTRACTOR, INC
This is for the Sidewalk Replacement Project. The addition of a 6" Sidewalk, 6" DriveWay
and 8" Alley Apron
Not to exceed $13,280.00
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion
carried.
