HomeMy Public PortalAbout05-15-2023 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, MAY 15, 2023 The Common Council of the City of Richmond, Indiana met in a Regular Meeting May 15, 2023 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR. WRIGHT President Cappa called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Lucinda Wright, Bill Engle, .Jeff Cappa, Jeffrey Locke, Gary Turner, Jane Bumbalough, Ron Oler and Larry Parker. Absent was Doug Goss. Also in attendance were Andrew Siekmann, Corporate Council; Karen Chasteen, City Clerk; Torn Glen; Police Chief Mike Britt; Nick Wilson; Jerry Purcell; Dave Carpenter; Emily Palmer, Controller; Fire Chief Tim Brown and Joe Buckler, Fire Department; and, Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the Regular Meeting held May 1, 2023, supported by Councilor Wright. Upon a vote viva voce, the motion carried. PRESENTATIONS, MEMORIALS OR COMPLAINTS, PETITIONS ANI) INTRODUCTIONS, MOTIONS, RESOLUTIONS Mr. Glen spoke of the trees lining Fort Wayne Avenue. When the Bike Path is constructed, he asked that it be built to accommodate the trees. The trees add to the beauty of that area. COMMUNICATION FROM THE MAYOR -None REPORT FROM BOARD OF PUBLIC WORKS ANI) SAFETY Minutes of the April 20 and 27, 2023 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS - None Common Council Minutes May 15, 2023 Page 2 of 3 ORDINANCES ON 'FIRST READING-None ORDINANCES ON SECOND READING ORDINANCE NO. 23-2023 —AN APPROPRIATION ORDNANCE AMENDING ORDINANCE NO. 34-2023 KNOWN AS THE 2023 SALARY ORDNANCE RFD The Clerk read Ordinance No. 23-2023 on second reading by title only. Speaking in favor was Jerry Purcell. There being no comments against, Councilor Turner moved for engrossment, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. Councilor Parker called for the question, supported by Councilor Bumbalough. Ordinance No. 23-2023 was adopted with an 8-0 roll call vote. ORDINANCE NO. 24-2023—AN APPROPRIATION ORDINANCE AMENDING THE 2023 BUDGET (RED) The Clerk read Ordinance No. 24-2023 on second reading by title only. The Finance Committee recommended approval. Speaking in favor was David Carpenter. There being no comments against, Councilor Parker moved for engrossment, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. Councilor Parker called for the question, supported by Councilor Turner. Ordinance No, 24-2023 was adopted with an 8-0 roll call vote. MISCELLANEOUS BUSINESS Mr. Carpenter read a statement which reflected his frustration of not being able to ask questions at a Council meeting.
