RESOLUTION NO. 24-067
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-
LOCKA, FLORIDA, AUTHORIZING THE CITY MANAGER TO
CONDUCT A FEASIBILITY STUDY TO EXPLORE THE ADVANTAGES
AND DISADVANTAGES OF THE CITY TRANSITIONING FROM A
FIVE-DAY WORK WEEK TO A FOUR -DAY WORK WEEK STARTING
FISCAL YEAR 2025-2026; PROVIDING FOR INCORPORATION OF
RECITALS; PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, some studies have highlighted the benefits of a four -day work week in
opposition to a traditional five-day work week for cities. The City Commission desires to
explore the advantages and disadvantages and relevance to the City of Opa-Locka; and
WHEREAS, by passage of this resolution, the City Manager would be directed to
conduct a comprehensive study to analyze the advantages and disadvantages of the City
transitioning from a five-day work week to a four -day work beginning Fiscal Year 2025-
2026; and
WHEREAS, the initial study should be conducted by the City Manager's office with
input from both the Finance and Human Resources departments, research from other
cities and thus no financial impact will be incurred at this time; and
WHEREAS, if procurement of additional consultants is required, it shall be brought
back to the City Commission for approval, where an additional financial impact would
be considered at that time; and
WHEREAS, the City Commission finds it in the best interest of the City and its
residents to authorize the City Manager to conduct a feasibility study and comprehensive
analysis concerning transitioning the City of Opa-Locka from a five-day work week to a
four -day work week starting Fiscal Year 2025-2026.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA- LOCKA, FLORIDA:
SECTION 1. The recitals to the preamble herein are incorporated by reference.
SECTION 2. The City Commission of the City of Opa-Locka, Florida, hereby directs the
City Manager to conduct a feasibility study and comprehensive analysis concerning
transitioning the City of Opa-Locka from a five-day work week to a four -day work week
starting Fiscal Year 2025-2026.
SECTION 3. This Resolution shall take effect upon the adoption and is subject to the
approval of the Governor or Governor's Designee.

A resolution of the City Commission of the City of Opa-locka authorizing the City Manager to conduct a study
for the City to transition to a four -day work week and if feasible to adopt the change in FY25.
Staff Summary:
General studies have highlighted the benefits of a four -day work week in opposition of a traditional five-day
work week for both the employees and residents. The City Commission would like to explore the advantages
and disadvantages and their relevance to the City. The City Manager shall conduct a study to analyze the
transition to a four -day work week. At the conclusion of the study, the City Administration and City
Commission will determine the feasibility. If feasible, the schedule transition shall commence in FY25.
Financial Impact: The initial study will be conducted by the City Manager's office with input from both the
Finance and HR departments and thus no financial impact will be incurred at this time. If the item requires
additional consultants and an RFP would be required, staff will bring the item back to the commission for
RFP approval where an additional financial impact would be considered at that time.
