Snow, Mayor From: Beth Fields, Director j Re: Ordinance 28-2023 An Appropriation (Transfer) Ordinance Ordinance 28-2023 is an Appropriation (Transfer) Ordinance Amending the 2023 Budget. This ordinance is transferring funds from the personnel expenditure category (1000's) to the services expenditure category (3000's) in the General Fund. During 2023 we have had multiple unfilled positions and due to the length of the vacancies and the high project volume, it has become necessary to enter into contracts, through Infrastructure & Development and the Mayor's office, which will ensure the work continues to move forward, meeting project timelines. For example, we have multiple expansion projects currently underway in the Midwest Industrial Park, as well as infrastructure projects that are being planned with funding being sought. It is important to our economic development partners and the community that we continue to provide an attractive ecosystem for businesses to locate or expand in Richmond. To do that we must continue to be highly engaged and available to assist with Requests for Information (R.FI's), site visits, and the preparation and execution of incentive packages. Another critical component to our success is our ability to leverage our local funds as much as possible with outside funding to provide the best infrastructure and amenities we can for our community. Our most recent grant submissions have been completed with the help of consultants due to the time needed to properly research and prepare an application. These are all temporary measures to ensure continuity of services and support to our internal and external partners. Human Resources is aggressively working to fill our vacant positions and we anticipate having the Financial Compliance Coordinator position filled in the next 30 days. The last transfer is in the Public Transit fund 6602, from the personnel expenditure category (1000's) to the capital expenditure category (4000's). In 2021, Common Council approved Ordinance 32-2020 allowing the City of Richmond to submit an application to the Indiana Department of Transportation for the purchase of two small transit vehicles. A public hearing notice was published in the Palladium Item as required on May 5, 2020 allowing the public an opportunity to comment on the proposed capital purchase. No comments were received. The City was awarded $204,400 for the purchase but due to production delays the busses were unavailable until this year. This transfer will cover the local match required ($34,226) from already appropriated funds in the 2023 budget. If you have questions or need any additional information, please let me know.
