The Common Council of the City of Richmond, Indiana met in a Regular Meeting June 5,
2023 in the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR ENGLE
President Cappa called the meeting to order and the following business was conducted.
ROLL CALL
Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey
Locke, Gary Turner, Ron Oler and Larry Parker. Absent was Jane Bumbalough.
Also in attendance were Kim Vessels, Assistant Corporate Counsel; Karen Chasteen, City
Clerk, Richard Lake; Jerry Purcell; Eric VanVleet; Jamar Wright; Misty Hollis; Dave
Carpenter; Eric Marsh; and, Media.
APPROVAL OF MINUTES
Councilor Locke moved to approve the minutes of the Regular Meeting held May 15,
2023, supported by Councilor Parker. Upon a vote viva voce, the motion carried.
PRESENTATIONS, MEMORIALS OR COMPLAINTS, PETITIONS AND
INTRODUCTIONS, MOTIONS, RESOLUTIONS
None
COMMUNICATION FROM THE MAYOR
• There will be a Press Release relative to the current dry spell in our area with a
plan for a potential Burn Ban. This might affect the Fire Works which are
scheduled for July 1.
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the May 4 and May 11, 2023 and were accepted as presented.

Mr. Lake spoke of his concerns about the blight in the City.
CALL FOR ADJOURNMENT
There being no further business, on a motion duly made, supported and passed,the meeting
was adjourned.
