PROCEEDINGS OF THE BOARD OF DIRECTORS
FOR RICHMOND POWER & LIGHT
JUNE 5, 2023
The Board of Directors for Richmond Power & Light Plant met in regular session on June
5, 2023, immediately .following the regular meeting of the Richmond Common Council, in
the Community Room of the Municipal Building in said City. Chairperson Parker presided.
ROLL CALL:
Board members present were Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey
Locke, Gary Turner, Larry Parker and Ron Oler. Absent was Jane Bumbalough.
Also present were: Tony Foster, General Manager; Kim Vessels, Assistant Corporate
Council; Karen Chasteen, City Clerk; and, Media.
APPROVAL OF MINUTES:
Board Member Locke moved to approve the minutes of the May 1, 2023 meeting,
supported by Board Member Engle. Upon a vote viva voce, the motion carried.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Board Member Oler moved to approve
claims for payments in the amount of, Seven Million Nine Hundred Eighty Four Thousand
Seven Hundred Ninety Nine Dollars and seven cents ($7,984,799.07) supported by Board
Member Engle. Upon a vote viva voce, the motion carried.
OLD BUSINESS:
Board Member Turner moved to award the bid on paving the parking lot and adjacent
drives for Building and Grounds to All About Asphalt in the amount of$216,320.00,
supported by Board Member Cappa. Upon a vote viva voce, the motion carried.
NEW BUSINESS:
• Board Member Cappa moved to authorize the General Manager to receive bids on
a new 2023 Class 7 Digger Derrick for the Line .Department with a trade in of a
2012 International Dura Star 4300 Digger Derrick, supported by Board Member
Turner. Upon a vote viva voce, the motion carried.
• Board Member Turner moved to approve the Energy Cost Adjustment Rates for the

.5d Quarter of 2023, supported by Board Member Locke. Upon a vote viva voce,
the motion carried.

REPORT BY GENERAL MANAGER:
Richmond Power and Light was recognized with the American Public Power
Association's Certificate of Excellence in Reliability with average System Average
Interruption Duration Index in the top quartile.
MISCELLANEOUS BUSINESS:
None
ADJOURNMENT:
There being no further business and a motion duly made, the meeting was adjourned.
