HomeMy Public PortalAbout02-02-2023 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICIIMOND, INDIANA, FEBRUARY 2, 2023 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., in the Council Chambers in the Municipal Building, 50 North 5th Street, Richmond, 'Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Emily Palmer and Matt Evans. Also in attendance were Kim Vessels, Assistant City Attorney; Monica Burns, Deputy City Clerk; Kara Noe, Purchasing; Greg Stiens, Director of Board of Works and Engineering; A.J. Sickmann, Corporate Council; Imani Murphy, Human Resource Director; Ian Vanness, Director of Infrastructure and Development; Joe Buckler, Interim Assistant Fire Chief; Derek Hill, Director of Code Enforcement; and Media. APPROVAL OF MINUTES Ms. Palmer moved to approve the minutes of January 26, 2023, supported by Mr. Evans. Upon a. vote viva voce, the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve the Claims for Payment for February 3, 2023 in the amount of One Hundred Eighty Eight Thousand Fifty Six Dollars and ninety one cents ($188,056.91.), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT - None PAYROLL CLAIMS FOR PAYMENT FOR PENSION Mr. Evans moved to approve the Payroll Claims for Payment for Pension for January 31.„ 2023 in the amount of Two Hundred Sixty Nine Thousand Four Hundred Seventy One Dollars and twenty nine cents ($269,471.29), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. Upon a vote viva voce,the motion carried. BID OPENINGS 1.. Proof of Publication — 918 South 7'1' Street Mr. Evans moved to accept Proof of Publication, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. 2. Bid Opening—Demolition 'Those bids were as follows: Mikesell Excavating - SI 5,200.00 Cox Excavating Plus - $7,850.00 Shroyer Trucking - $24,995.00 B&B Construction of Richmond - $16,000.00 These bids were taken under advisement. 3. Public Hearing on costs to be incurred and bids received. Ms. Robinson opened the floor for Public Hearing. There being no one for or against, the hearing was closed. BID AWARDS - None CONTRACTS • CONTRACT NO. 2-2023 —TRANE, U.S., INC The Contractor is the sole source provider of annual services and maintenance for the chiller unit installed in the Municipal Building. The City retains Contractor to install and provide such annual maintenance of the City Building chiller for the next three years. Annual Payment for 2023 - $4,31.7.00 Annual Payment for 2024 - $4,489.00 Annual Payment for 2025 - $4,669.00 Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. Board of Works Minutes February 2, 2023 • CONTRACT NO. :12-2023—RICHMOND CITY EMPLOYEES FEDERAL CREDIT UNION The most recent lease agreement has expired and the Administration was approached by the National Credit Union Association about executing new month-to-month lease. Mayor Snow is agreeable to a month-to-month lease with all terms and conditions of the prior lease remaining the same. Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. CHANGE ORDERS - None ADDENDUMS • ADDENDUM NO. 1 TO CONTRACT NO. 45-2022 —CYNTHIA HOLM The City wishes to continue to retain Contractor to continue to provide services as the Lead Negotiation Specialist for the City administration and Mayor's office as set forth within the original contract for the 2023 calendar year. Ms. Holm will be compensated at $70 hourly rate, with the total sum paid not to exceed the $10,000.00 agreed to in the original contract, Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. RESOLUTIONS - None PETITIONS - None MISCELLANEOUS • APPROVAL OF •DEDICATON OF RIGHT-OF —WAY FOR 'MIDWEST INDUSTRIAL PARK: PHASE 3, LOT 1 To dedicate portions of right-of-way along Gaar Jackson and North Round Barn Roads as part of the creation of Midwest Industrial Park. The property is located within the Midwest Industrial Park and is owned by the City. The property had a Minor Subdivision application. approved by the Richmond Advisory Plan Commission's Plat Committee. That plat shows the dedication of 60 .feet wide right-of-way along approximately 1,584 feet of Gaar Jackson Round and 1,100 feet of North Round Barn Road. Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion. carried. Board of Works Minutes February 2, 2023 • RESIGNATION OF A FIREFIGHTER Firefighter Tiffany Lay wishes to resign from a full time position effective February 3, 2023. The request is also to move to a part time medic position. Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. ADJOURNMENT After a motion was duly made, the meeting was adjourned.
