JULY 6,2021
The Common Council of the City of Richmond,Indiana met in a Regular Meeting July 6,
2021 in the Community Room in said City.
PLEDGE OF ALLEGIANCE
ROLL CALL
Present were Councilors Doug Goss,Bill Engle,Jeff Cappa,Gary Turner,Jeff Locke,Jane
Bumbalough,Ron Oler, and Larry Parker.
Also in attendance were A.J. Sickmann, Corporate Council; Karen Chasteen, City Clerk;
Emily Palmer, Controller;Beth Fields,Director of Infrastructure and Development; David
Snow; Mayor; Fire Chief Jerry Purcell; Matt Evans, Environmental Sustainability
Committee; Tony Foster,Richmond Power and Light; Sergeant at Arms; and,Media.
APPROVAL OF MINUTES
Councilor Locke moved to approve the minutes of the regular meeting held June 21,
2021, supported by Councilor Bumbalough. The minutes were approved with a
unanimous vote viva voce.
PRESENTATION OF PETITIONS,MEMORIALS,OR COMPLAINTS AND
INTRODUCTIONS,MOTIONS,AND RESOLUTIONS. (These requests to speak
must be in writing and submitted to the Clerk's office before noon on the Wednesday
prior to the meeting.)
None
COMMUNICATION FROM THE MAYOR
• Review of Community Calendar
• Department Head presentations will commence the second meeting in August and
will continue the second meeting of each month. The Fire Department will begin
the series.

ORDINANCES ON FIRST READING
Councilor O1er moved to suspend the rules and read Ordinance Nos. 29 and 30-2021 on
first reading by title only, supported by Councilor Turner. Upon a vote viva voce, the
motion carried.
ORDINANCE NO. 29-2021-A SPECIAL ORDINANCE AMENDING PRIOR
AMENDED ORDINANCE NO. 5-2019 AND ESTABLISHING AND UPDATING
ADDITIONAL MINIMUM CRITERIA FOR PROPERTY OWNERS REQUESTED
DEDUCTIONS FROM ASSESSED VALUE OF CERTAIN PROPERTY WITHIN AN
ECONOMIC REVITALIZATION AREA
The Clerk read Ordinance No. 29-2021 on first reading by title only.
Councilor Locke moved to advance Ordinance No. 29-2021 to second reading and public
hearing and read by title only, supported by Councilor Bumbalough. Upon a vote viva
voce,the motion carried.
There being no comments for or against, Councilor Turner moved for engrossment,
supported by Councilor Engle. Upon a vote viva voce,the motion carried.
Councilor Parker called for the question, supported by Councilor Locke. Upon a roll call
vote,the motion carried.
ORDINANCE NO. 30-2021 - AN APPROPRIATION ORDINANCE AUTHORIZING
THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM
THE FEDERAL AVIATION ADMINISTRATION(Airport)
The Clerk read Ordinance No. 30-2021 on first reading by title only.
The Finance Committee recommended approval.
Councilor Turner moved to advance Ordinance No. 30-2021 to second reading and public
hearing and read by title only, supported by Councilor Cappa. Upon a vote viva voce,the
motion carried.
There being no comments for or against, Councilor Goss moved for engrossment,
supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried.
Councilor Goss called for the question,supported by Councilor Oler. Upon a roll call vote,
the motion carried.

ORDINANCES ON SECOND READING
ORDINANCE NO. 28-2021 — A SPECIAL ORDINANCE AUTHORIZING THE
APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER
APPLYING FOR DEDUCTIONS UNDER I.C. 6-1.1-12.1-Primex
The Clerk read Ordinance No. 28-2021 on second reading by title only.
The Tax Abatement Committee recommended approval.
There being no comments for or against, Councilor Goss moved for engrossment,
supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried.
Councilor Goss called for the question, supported by Councilor Bumbalough. Upon a roll
call vote,the motion carried.
MISCELLANEOUS
• ENVIRONMENTAL SUSTAINABILITY—APPROVE NEW MEMBERS
Matthew Cain, Skip Moore, and Darla Paul
Councilor Turner moved to approve, supported by Councilor Cappa. Upon a vote
viva voce,the motion carried.
• Councilor Engle reported the Plan Commission has added Rob Tidrow and Tiauna
Washington to serve.
CALL FOR ADJOURNMENT
There being no further business,on a motion duly made,second and passed,the meeting
was adjourned.
