For All public records related to the Property known as Lot 4, with an address of 24 S. Hidden
Harbour Drive, Gulf Stream, FL 33483, they are maintained by the Town in electronic format on
Laserfiche. These records are available by going to the Town website: www.gulf-stream.org,
click on “Find a Town Record”, click on “Architectural Review” or “Building Department”
where you can search by address. There are records in both of those file folders.
The Town’s IT has spent 20 minutes performing a search on the e-mails, jjsm@gmail.com;
jmorris@morriscompanies.com, you provided and there are no such records responsive to your
request. The Town would like to request clarification on the records you seek before
determining whether to provide you with an estimate for extensive clerical or supervisory
assistance as described in Fla. Stat. § 119.07(4)(d). We cannot search for Jennifer Morris or
Joseph Morris as the sender and the Town of Gulf Stream as the receiver or the Town of Gulf
Stream as sender and either Joseph Morris or Jennifer Morris as the receiver without you
confirming all e-mail addresses you wish us to search for. Our records indicate that Jennifer
Morris’s e-mail address is jdsm.64@gmail.com. Please add any other known addresses you
want to include in your request, and we will add those. Please also confirm that your request for
records only covers the time period of October 27, 2019, until the date of your request. This

Other then that, I see no need to change my request.
Continuing, you seem to be telling me (based upon the language purged and pasted from the
attached – see below) that there are no records available based on the portion of the request
in sub-paragraph (1) on the attached. Am I correct? If not, please explain what you mean by
your statement below.

As applies to the attachment, I want to make clear that the email address for Mrs. Morris was
corrected by me and is recited in the attached email from me sated 2/10/22.
In your letter of 2/9/22 (also attached), you stated: “The Town’s IT has spent 20 minutes

As I understand the above, there are no emails to or from jmorris@morriscompanies.com;
nor are there any emails from jsdm@gmail.com; and, both of these searches took 20 minutes.
Since the email address of Mrs. Morris is now correctly stated and understood as
jsdm.64@gmail.com, could you please (ahead of the other requested information) do a search
for that email address; which based on the timing reported as above, should take 10 minutes.
Continuing, I or someone in my office will call you on Monday to come down to pick up the
emails requested (if any exist).

Please provide all public records, including without limitation, letters, notes, emails, text
messages, and any other form of communications where the communication was between:
(1) either of Joseph Morris or Jennifer Morris as the sender and the Town of Gulf Stream
(as defined below) as the receiver; (2) the Town of Gulf Stream (as defined below) as sender and
either Joseph Morris or Jennifer Morris as the receiver; (3) any emails sent to or
received from the following two email addresses: jjsm@gmail.com;
jmorris@morriscompanies.com; and (4) any forms of communication which include the
name “O’Boyle”, and/or include the words “Hidden Harbour” from the time period of
October 27, 2019 to the date of this request.
Please also provide all public records related to the Property known as Lot 4, with an
address of 24 S. Hidden Harbour Drive, Gulf Stream, FL 33483.
The “Town of Gulf Stream” shall mean the municipal corporation itself, its elected or
appointed officials, its employees, its police, its contractors, its representatives, and/or its

On February 17, 2022, the Town received an e-mail from you that stated:
As to the Records Request referred to In the attached, I am hereby withdrawing request (4) and
the request in the paragraph that follows.
The Town required one hour of information technologies at $85.00 per hour and two hours of
administrative support at $53.08 per hour, the labor cost of the personnel providing the service,
per Fla. Stat. § 119.07(4)(d).
(One hour @ $85.00) + (Two hours @ $53.08) = Deposit Due: $191.16 in cash or check.
$250.00 – $191.16 = $58.84 refund.
The Town will be returning the remainder of your facilitation fee in the amount of $58.84, which
you should receive in the next few days.
Some of these records are being produced to you in an abundance of caution although they fall
outside of the dates you provided.
